Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the Mental Health, Psychosocial (MHPSS) and Protection Manager has a vital role to play in improving the overall mental health psychosocial well-being of the targeted vulnerable communities through provision of Mental Health and Psychosocial Support (MHPSS) including Child Friendly Spaces (CFS) and mental health care using Mental Health Gap Humanitarian Intervention Guide Programme-(mhGAP-HIG) and Supportive Communication Skill, Psychological First Aid (SCS/PFA) well as other related activities.

Project Overview:

Medair has been implementing integrated health, nutrition and WASH projects in Somalia since 2008, The current Mental Health and Psychosocial activities including mental health care using Mental Health Gap Action Programme-(MhGAP-HIG) and Supportive Communication Skills/Psychological First Aid (SCS/PFA) related activities in urban and rural Somalia. The interventions are undertaken both at PHC supported facilities by MhGAP-HIG trained staff and at the community level by Care Group (CG) volunteers.

Major Duties and Responsibilities

Oversee the overall Mental Health, Psychosocial Support (MHPSS) and Protection implementation in consultation with the relevant Project Manager(s) advisors in accordance with the project proposals ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.

Manage a comprehensive activity plan for the outlined activities including resource needs analysis, covering the time frame of the project proposal in consultation with relevant managers.

Ensure complete and timely reporting of activities to Medair, donors, line managers and any other relevant bodies.

Ensure all relevant documents related to the designated project(s) are produced and filed according to Medair and donor guidelines/requirements.

Provide technical support to the health and community teams in all project sites, including the evaluation and impact.

Provide support with the set-up of child Friendly Spaces (CFS) at the designated Health Facilities

Carry out supervision visits at the health facilities and CFS centres and provide day to day on the job coaching for the HFs and CFS supervisors.

Carry out regular monitoring visits in conjunction with other field supervisors, ensuring that project objectives are met within the stated timeframes and in accordance with recognised international standards and Medair quality standards.

Supervise and monitor the implementation of the new M&E systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.

Maintain an oversight of medicines for mental health conditions, ensuring supplies are ordered and support the health and logistics staff in the coordination and quality controls.

Take part in the team effort around the development and production of new concepts and proposals.

Guide and support other health workers trained in mhGAP-HIG in assessment and management of Mental, Neurological and substance Use (MNS) conditions.

Ensure a supportive atmosphere in the clinic for assessment and management of MNS conditions

Support team members to conduct follow- up home visits for MNS patients as necessary and monitor defaulter rates.

Other duties and responsibilities

Capacity building and Staff development

Assess training needs for Health Facility Supervisors and CFS assistants and ensure that

appropriate trainings, Facilitate regular project staff meetings

Provide coaching and technical supervision for partner health facility staff in order to develop ownership and full responsibility of mental health activities.

Provide support for the management of the Child Friendly Assistants (CFs) and

Coordinate with Community Health Manager (CHM) and carry out trainings for Care Group Community volunteers on Social Communication Skills and Psychosocial First Aid (SCS/PFA)

Communication and Coordination

Represent Medair as needed at relevant local level coordination meetings involving local authorities, and other I/NGOs and Protection Cluster and provide feedback.

Coordinate and liaise with relevant team members to ensure all objectives related to Mental Health and Protection are met.

Develop and maintain positive relationships with stakeholders, local authorities, other NGOs and representing Medair and ensuring good co-operation and partnerships.

Ensure coordination with the Community Health team to ensure linkage between health facility and Community Health for cases requiring referral and follow up.

Coordinate and engage community leaders on mental health services provision

Coordinate  and  Collaborate  with  appropriate  Protection  agencies  for  safe  and

confidential referral pathways

Facilitate appropriate community involvement in the design and delivery of mental health

services

Provide guidance to PSS assistants on MNS follow-up care and raising awareness on MNS help-seeking

Quality Management

Ensure compliance with the IASC guidelines for MHPSS in humanitarian settings as well as with Medair’s global Strategic Approach for MHPSS
