CARE- Somalia is seeking a Monitoring and Evaluation Knowledge Manager. The DFID-funded ‘Leave No Girls Behind (LNGB)-Adolescent Girls’ Education in Somalia (AGES)’ is an innovative project which aims to promote education access through tailored, sustainable solutions in order to develop literacy, numeracy and key life skills for the most marginalized adolescent girls in South and Central Somalia.
It is a consortium comprising of CARE (lead agency) ADRA, GREDO (National NGO), WARDI (National NGO) and UCES (education network), responsible for project implementation, and FORCIER Consulting (research and technology partner). LNGB-AGES will target the hardest to reach among out of school girls, specifically girls engaged in child labour, married and divorced girls, internally displaced persons (IDPs), and girls from minority clans, excluded groups and pastoralist families.
The project aims to improve access to education, learning outcomes and retention of 40,000 girls from some of the poorest, most vulnerable and conflict affected regions of Jubaland, Banaadir/Mogadishu and South West Administration, and to improve the overall quality of education by building local capacity. In addition, the project will endeavor to facilitate social change amongst the target communities in order to encourage girls’ enrollment and retention working closely with the communities, religious leaders, community education committees and civil society.
The Monitoring and Evaluation Knowledge Manager will work very closely with the Ministries of Education of the Federal Government of Somalia, Jubaland State of Somalia and South West Administration State of Somalia, and with the research partner, Forcier Consulting. Reporting to the Education Manager, s/he will ensure development and operationalization of a robust M&E system for the project, ensuring high-quality monitoring and evaluation of program delivery, providing recommendations for adaptive management based on emerging trends, and supporting quality, impactful reporting.
The person in this role will be responsible for refining and monitoring key programme performance indicators and record progress for the AGES project. This position will also provide input to the preparation of global tracking forms (inputting into CARE’s global impact tracker, PIIRS). In addition, he/she will play a significant role in disseminating lessons learned and emerging trends, leveraging those to provide direction to the overall Urban Youth Programme.

- Minimum University degree in social sciences, statistics or other closely related disciplines with additional training on M&E
- At least 5 years of relevant work experience in programme monitoring and evaluation
- Minimum 4 years’ experience in designing and implementing practical monitoring and evaluation systems
- Extensive knowledge of statistics
- Proficiency in using professional statistical analysis software packages is required (SPSS, Stata, SAS or R)
- Demonstrated experience in the use of mixed methods for analysis
- Experience in tool development (quantitative and qualitative)
- Experience in the development of participatory monitoring systems involving children/ adolescents and low-literate adults
- Experience in setting up electronic data collection systems and operating remote data collection systems (including remote quality assurance)
- Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
- Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
- Excellent interpersonal and cross-cultural communications skills
- Ability to work independently and as a virtual team member

- Experience working in similar contexts (post-conflict/fragile) and familiarity with assessment of social/gender norms in similar contexts
