Monitoring and Evaluation (M&E) Specialist – Mogadishu

  1. Background Information

The Federal Government of Somalia (FGS) has received financing from the World Bank towards the implementation of the Somalia Enhancing Public Resource Management Project (SERP). The SERP project is implemented on behalf of FGS by the Ministry of Finance. The Project Development Objective (PDO) is to support the FGS to strengthen accountability, transparency and institutional capacity in public resource management, across participating entities. It is envisaged that SERP will assist the FGS by focusing on synergies and interconnectedness between improving domestic revenue mobilization (DRM), Public Financial

Management (PFM), and Public Sector Management (PSM). Integration of revenue, expenditure, and service delivery will in time improve formal tax collection, strengthen legitimacy, and reduce the role of non-state actors The Ministry of Finance intends to apply part of the proceeds for the payment for services of the Monitoring and Evaluation (M&E) Specialist.

  1. Scope of work for the Monitoring and Evaluation (M&E) Specialist

The scope of work for the M and E Specialist shall include;

Validation of the baseline measurements of the PDO matrix included in the Project Appraisal Document and agreed between the Government and the World Bank.

Provide technical inputs on monitoring and evaluation parameters to improve planning, programming, and implementation of project.

Liaise closely with the Project Coordination Unit and Bank’s M&E counterpart.

Contribute to the Quarterly report regarding M&E.

Ensure that the Annual Work Plan reflects the goals of the Results Monitoring Matrix as agreed between FGS and the World Bank.

Skills and Qualifications

  1. Selection Criteria

The qualifications and experience of the successful candidate are set out below.

  • Relevant university degree or higher education in Business or Public Administrations, Accounting and Financial Management, international development, international relations, public affairs management and/or related fields.
  • A minimum of seven (7) years’ experience in monitoring and evaluation; of which at least four (4) years should be preferably in Somalia in the planning, monitoring and evaluation of donor-funded developmental projects related to public resource management.
  • Professional training in Monitoring and Evaluation with a reputable agency is preferred.
  • Demonstrated experience in developing and implementing comprehensive M&E systems especially for grant-funded projects.
  • Proven ability to prepare clear and concise project reports with extraordinary attention to details.
  • Excellent command of the English and Somali languages with strong verbal and written communication skills.
  • Strong analytical skills, good report writing and presentation skills and ability to communicate effectively.
  • Monitoring and evaluation of plans and programs.
  • Strong orientation and knowledge in establishing baseline measurements for results monitoring.
  • Ability to see and manage risks and consequences.
  • Functions effectively in a team of professionals.

(xii)Experience working in development projects within the FGS or Federal Member States, and good knowledge of Public Sector issues.

  1. Duration & Duty Station: Twelve (12) months. The duty station is Mogadishu Somalia with travels to the FMSs
