Monitoring and Evaluation Officer

Somali Humanitarian Relief Action (SHRA) was established in 1993 in Luuq District, Somalia with a purpose of addressing community development challenges, health and sanitation initiatives, primary education, food security and child protection. SHRA (Somali Humanitarian Relief Action) is tireless working to reduce community vulnerability and build resilient citizenship among the Somalis living in abject poverty due armed conflicts since 1990.

We are inviting highly motivated and qualified individuals to apply for the position of Monitoring and Evaluation Officer to be based in Luuq, Gedo, Somalia.

The Position

Reporting to the Programs Manager, the Monitoring and Evaluation Officer will be in charge of Monitoring and evaluating progresses of all the projects for the Organization.

Duties and Responsibilities

  1. Support adherence to the project M&E framework including ensuring that the M&E tools are implemented as guided
  2. Monitor all project activities, expenditures and progress towards achieving the project outputs
  3. Assist the project personnel with M&E tools and in supporting them in their use
  4. Support collection of data and information on progress of the project in each activity of the project being implemented, for project appraisal purposes
  5. Facilitate development of M&E-related capacities among staff and stakeholders to ensure participation, enable ownership and facilitate quality of data collection, management and use
  6. Support work to ensure that accurate and complete monitoring, evaluation and data collection, storage systems, records and files are set up, maintained and updated
  7. Provide assistance in conducting community assessments, i.e. training, monitoring and evaluation, data collection, interviews, surveys, data clarity and delivery
  8. Develop and strengthen monitoring, inspection and evaluation procedures
  9. Prepare and submit success stories of the projects’ activities
  10. Provide feedback to the project Manager/Engineer on project strategies and activities
  11. Conduct capacity assessment on existing monitoring and evaluation systems and develop indicators and a monitoring strategies
  12. Support in the set-up and functionality of project-wide Community Feedback Mechanism (including Complaints response and handling mechanisms – CRM);
  13. Prepare issue log and Risk register for the project
  14. Participate in monthly/quarterly/annual project reviews and planning workshops and assist the project manager/Engineer in preparing relevant reports
  15. Suggest strategies to the project management for improving the efficiency and effectiveness of the project by identifying bottleneck in completing project activities and developing plans to minimize or eliminate such bottlenecks
  16. Develop monitoring and impact indicator for the progress success
  17. Support communication and dissemination of lessons learnt across the project to the project team and stakeholders; and
  18. Ensure sensitization of the community and other project stakeholders on accountability aspects;

Job requirements

  1. Diploma or advanced certificate in M&E, statistics or economics preferred.
  2. Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
  3. Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  4. Experience in designing and managing beneficiary monitoring and database systems.
  5. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  6. Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  7. Experience in planning and managing surveys.
  8. Experience in developing and refining data collection tools.
  9. Experience with data quality assessments and oversight.
  10. Experience in managing and providing training to partners and target beneficiaries.
  11. Ability to facilitate and serve as project liaison for externally-managed evaluations.
