Job Title: Monitoring and Evaluation Project Officer
Reports to:
The M&E Project Officer will report directly to the MEAL Manager with a dual programmatic reporting line to the Social Protection Field Coordinator.
Liaises with:
The Jobholder will work closely with MEAL Manager and Social Protection Field Coordinator to provide necessary M&E technical and implementation support to the programme. In addition, the Jobholder will liaise with other programmes and systems staff as necessary, and may support other Concern programmes in Somaliland per request.
Job Location:
This position will be based in Odweyne office with frequent travels to programme locations within Somaliland.

1 year with potential of extension
Job Purpose:
As a member of Concern’s MEAL team under the overall guidance of the MEAL Manager, and specifically assigned to work on the Social Protection Programme being implemented in Somaliland, the M&E Project Officer will be primarily responsible for supporting the roll out of the CSSP programme’s monitoring and evaluation plan/ activities, in collaboration with the broader Social Protection team. He/she will provide high quality and timely inputs, and play a role in ensuring the activities result in the achievement of intended outcomes in a timely manner.
The M&E Project Officer will support programme quality and accountability through timely inputs to survey design (quantitative/qualitative), enumerator training and oversight, data collection, cleaning and analysis and dissemination of M&E findings to improve project outcomes and learning. The M&E Officer will work with the MEAL Manager and SPFC when developing programme monitoring systems and tools to track indicators set out in programme proposal, as well as to support on identifying and documenting case studies under the programme..
Main duties &
Responsibilities:
Monitoring and Evaluation:
· Work with the MEAL Manager in the management and implementation of field-level M&E data collection activities.
· Support programme field staff in the collection of activity and output-level monitoring data during programme implementation.
· Support the SPFC and team in design and roll out of needs and opportunity mapping activities related to the programme
· Support in carrying out data collection as per the M&E plans.
· Ensure that M&E systems are being implemented according to plan at the field level and communicate any issues or inefficiencies that arise to the MEAL Manager in a timely and proactive manner.
· Support training for external enumerators or partner staff that conduct baseline, midterm, and end line surveys (including ethics and safety, sampling and respondent selection, device use, as well as survey contents).
· Field manages external enumerators or partner staff in conducting baseline, midterm, PDM and end line surveys.
· Support programme staff in accessing and utilizing data.
· Support beneficiary registration, verification and work with project registration systems to ensure the traceability of the project beneficiaries.
· Ensure that monthly cash transfers verification is conducted for all sampled caseloads
· In consultation with the Social Transfers Field Coordinator and MEAL Manager organize regular project monitoring and reviews.
· Support research activities conducted by the programme in collaboration with the Ministry of Employment, Social Affairs and Family (MESAF), both directly and through consultant and ensure research outcomes are clearly documented.
· Under the guidance of MEAL Manager develop applicable Social Protection Program Monitoring and Evaluation tools with reference to Social Protection Programme documents.
· Support identification of case studies for learning, reporting and communications purposes, and lead in their collection and write up in collaboration with the SPFC and team.
· Undertake any other duties as may be assigned by the MEAL Manager, SPFC or the Somaliland Coordinator.
Reporting:
· Produce and share MEAL monthly, quarterly, yearly and cumulative yearly compiled report to MEAL Manager/SPFC
· Ensure that all the data related to MEAL Plan & CRM database are recorded and updated in a timely manner
· Coordinate closely with Concern Worldwide Social Protection programme team/s and report with updated complaints registered, their resolution process, Action plan tracker & other MEAL related issues
· Support MEAL Manager to generate quality MEAL reports
· Support emergency team on humanitarian crisis related data collection, analysis and reporting as per organizational requirements
· Ensure that monthly cash transfers verifications is conducted and reports are generated in a timely manner
Other:
• Any other tasks as may be reasonably assigned by line manager.
• Be willing to play a role in any emergency response activities Concern may implement at request of line manager.
Accountability:
· Establish an effective functional system for complaints/feedback handling and response mechanisms at community level according to beneficiary preferences for reporting in the support of MEAL Manager
· Ensure Complaint response mechanisms are easily accessible and well understood by beneficiaries and communities under assigned programme/s and additionally ensure data protection of all feedback received is handled in line with Concern’s accountability and data protection policies
· Record beneficiary and non-beneficiary’s feedback and support the SPFC to report on them monthly.
· Develop regular trend analysis of complaints at project and organizational level and share it with program team as per protocols
· Assist MEAL Manager in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per CRM protocol
· Make sure that the agreed action plans and CRM action plans are followed in timely manner
· On quality and accountability issues, share all information (monitoring reports, CRM databases, beneficiary verification reports, case studies etc.)
· Share MEAL findings & CRM issues in each monthly meeting as defined in the protocol
· Ensure that the CRM guideline is being followed by all staffs within Concern Worldwide Somaliland specifically field teams

Skills and Qualifications
QUALIFICATION AND EXPERIENCE:
Essentials:
· Bachelor’s degree in statistics, IT, Social Science or relevant field (related to M&E, development, research, data analytics, etc.)
· Minimum 3-5 years working experience in M&E or Programmes with an NGO
· Knowledge and understanding of project logical frameworks and commonly used indicators
· Clear understanding and experience in directly implementing primary quantitative data collection (surveys, etc.)
· Clear understanding and experience in directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.)
· Good understanding and experience of quality assurance in data collection.
· Experience and knowledge of statistical data analysis and presentation of complex data in simple terms.
· Experience using Digital Data Gathering (DDG) technology for data collection
· Ability to work both as part of team and independently with minimal supervision.
· Ability to produce quality reports in the English language
· Strong computer skills at least on; word, excel, outlook, power point, internet etc. Knowledge of and commitment to Accountability principles
· Understanding of Complaints Response Mechanisms and Beneficiary Feedback Systems
Desirables & Special Skills:
· Experience of implementing and/or monitoring of Cash Transfers, Health and Nutrition, Food Security and Livelihoods programmes
· Additional prior experience/exposure to Social Protection programmes would be advantageous
· Knowledge of the Core Humanitarian Standard on Quality and Accountability (CHS)
· Skills with data analysis software such as SPSS or STATA.
· Experience with dashboards (Power Bi, Tableau, Red Rose etc.)
