SOS Children’s Villages is a global federation of 136 national SOS Children’s Villages associations, working in more than 2000 programme locations worldwide. We work together with a single vision: every child belongs to a family and grows with love, respect and security.
Uniquely, we provide long-term, family-like care for children who have lost parental care (alternative care service), and we work with vulnerable families and communities to help strengthen them and prevent child abandonment (family strengthening service, FS). SOS alternative care is usually organized in the form of a cluster of SOS families, where each SOS parent cares for small group of children.
SOS Children’s Villages in Somaliland is a part of SOS Children’s Villages, the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages in Somaliland is affiliated. SOS Somaliland is a Non-Governmental Organization (NGO) that is not for profit, non-sectarian and non-partisan and which has been in existence since 1999.
SOS Children’s Villages in Somaliland shares vision with SOS Children’s Villages and beliefs that every child belongs to a family and grows with love, respect and security. To realize this, SOS Children’s Villages in Somaliland builds families for children in need, help them shape their own futures and share in the development of their communities.
SOS Children’s Villages is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment, and to strengthening families and communities as a preventive measure in the fight against child abandonment and social neglect, and upholds child protection policy as part of their commitment to the protection of children and youth from abuse.
SOS Children’s Villages was established in Somaliland in 1999 and it started first operations in Sahil region. Currently, SOS Children’s Villages in Somaliland implements programs ranging from child care and protection, families strengthening, youth empowerment participation, advocacy and emergency relief interventions.
SOS Children’s Villages in Somaliland seeks to fill the following position which will be based in Hargeisa. We seek to recruit a Monitoring and Evaluations Officer to fulfill the M&E tasks are implemented and adhered to in according to the organizational standards.
Key responsibilities:
- Lead the monitoring and evaluation activities of the Project.
- Follow-up and support the implementation of the Project plan, ensuring that all the activities are carried out with in the specified period.
- Collect and submit Statistical Key Figures of project beneficiaries in monthly basis and ensure quality and consistency of the data.
- Develop appropriate data collection tools for the project’s M&E activities with the support of M&E Team.
- Support and actively participate in monitoring, evaluation, reporting, accountability and research activities to be carried out in the project locations and ensure that it is conducted in line with agreed ethical principles and RBM policy.
- Support that accountability to beneficiaries becomes a core element and success indicator for all program activities.
- Lead reviews and analyzes of project reports to identify and document the causes of potential challenges in the project implementation and enhance quality of reporting.
- Facilitate the development and implementation of project M&E plan
- Frequently travel to the project locations and assess the implementation.
- Conduct monthly and quarterly monitoring for all project locations
- Develop Quarterly case study from the project locations.
- Conduct surveys, focus group discussion, and key informant interviews as part of M&E activities.
- Develop operational monitoring tools (checklist, questionnaires, KII guide, survey forms etc) and participate in data analysis and reporting.
- Ensure that all project activities are in-line with donor requirements and RBM policy and tools.
- Ensure that the field reports are accurate and reliable for completion with the monthly statistical reports
- Update project result frameworks/log frame indicator values on monthly basis and share with Project coordinator and M&E coordinator for review.
- Support partner organizations (as need arises) in developing an M&E framework and thereby to monitor and evaluate the progress and impact of their planned activities.
- Support the project staff while carrying out dialogue with key partners to ensure that M&E issues are considered meaningfully and in a manner that can be achievable;
- Orient and guide project staff to ensure that beneficiaries participate at every stage of the project.
- Participate the design and implementation of M&E training programs that aims at building the capacity of all project staff
- Facilitate and support Program staff on ways to properly document, organize and capture program progress through reviews and learning events.
- Participate and contribute to the organization-wide M&E learning through documentation; record lesson learnt and good practice of the project on quarterly basis.
- Disseminate lessons learned and best practices among project team and organizational level.
- Performs other similar duties as assigned by the project coordinator and /or M&E Coordinator
Qualification
- Minimum University degree in monitoring and evaluation, research, Statistics, or other closely related disciplines with additional training on M&E.
- Master’s Degree in M&E, Research or Statistics is an added advantage.
Experience
- Minimum 4 years of experience working on relevant monitoring evaluation and learning for donor funded projects.
- Demonstrated understanding of Log Frame and Project Implementation Plans.
Skills
- Demonstrate skills and knowledge on qualitative and quantitative Monitoring approaches
- Document quality report writing skills in English language is essential.
- Excellent computer skills including -SPSS, Offline Data collection software, MS Office and Excel are required.
- Demonstrated knowledge and skills in statistical and data collection packages.
- Willingness to continually improve technical and analytical competencies
- Excellent interpersonal skills and team player
- Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.
- Excellent knowledge of written and spoken English and Somali

- Ability to travel frequently
- Ability to meet strict deadlines in high-pressure environments.
