UN Women Somalia’s Strategic Note is aligned with the UN Cooperation Framework (2021-2025) and the Somalia National Development Plan-9, Humanitarian Response Plan. Within this plan, targeted gender equality and women’s empowerment interventions are undertaken to increase development effectiveness.

The key programmatic areas for UN Women Somalia elaborated in the Strategic Note and Bi-annual work plan include women’s leadership in peace, security, politics and humanitarian response, promoting women’s economic empowerment and humanitarian action, ending violence against women among others.

The Monitoring and Reporting Specialist will be responsible for the planning, monitoring, reporting and evaluation of the UN Women Uganda Programmes. The Monitoring and Reporting Specialist mentors, supervises, and leads the Monitoring, Evaluation and Reporting (ME&R) functions in the Country Office and has a strong regular working relationship with the Regional Planning, Monitoring, Evaluation and Reporting team. The Monitoring and Reporting Specialist also works in close collaboration with the Programme and Operations teams in the Somalia Office, UN M&E Group, PMT group, Gender Theme Group, Gender, Human Rights and Inclusion Results group ensuring successful implementation of the UN Women Somalia Strategic Note 2022-2025.

Reporting to the Country Programme Manager, Monitoring and Reporting Specialist will collaborate closely with the Regional Office and the Country Office colleagues to ensure monitoring, organizational outreach efforts and reporting are aligned with corporate policies and initiatives.

Provide guidance and technical support to the Somalia Office in incorporating Results-Based Management (RBM) in monitoring, reporting and programme formulation:

  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Provide inputs to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing results-based Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Provide quality assurance of program documents, donor agreements through review of results frameworks in order to meet SMART criteria.

Provide technical support to the monitoring, evaluation and tracking of results against country/ regional level targets and UN Women Somalia Strategic Note:

  • Facilitate the development of a rigorous Bi-Annual Work Plan and lead the tracking of its implementation;
  • Provide technical guidance on Results Based Management (RBM) and Learning, Monitoring and Evaluation (LME) to all project teams, including conducting practical training as required;
    Serve as the main RBM and M&E focal point for Somalia Office and provide necessary data for the reports, and to RCO, RO and HQ as required;
  • Compile data sources, employing collection and/or meta-analysis of monitoring data from the national data sources and support establishing data management systems;
  • In charge of developing monitoring and review guidelines, formats and tools;
  • Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Organize and participate in monitoring and verification field visits along with the Programme Team, to support monitoring of results and planning processes and ensure data collection and analysis as required;
  • Work closely with program and operations in monitoring the spending of donor funds and other programme expenditures and disbursements;
  • Contribute to the development and monitoring of the Somalia Monitoring, Evaluation, and Research Plan.

Provide technical support and facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Update and maintain an information system for donor contract management, including tracking donor contracts, UN Women’s contractual obligations, other delivery requirements of the contract, grant tranches or installment schedules, reporting schedule and reporting requirements;
  • Offer technical support to the country office in preparation of quality narrative reports and work closely with program and operations in developing financial reports for the donor funded (cost-shared funds) projects and take direct responsibility of their finalization before submission;
  • Work in liaison with the programme and operations staff to track the spending of the donor funds and prompt the Country Program Manager about seeking no-cost extension, as necessary;
  • Coordinate, Consolidate, Finalize and ensure timely submission of donor funded project reports;
  • Monitor and ensure the process of the CO meeting internal and external reporting requirements and deadlines, including quarterly RMS reports and annual reporting process;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting.

Provide technical support to the CO in the implementation the UN Women Evaluation Policy:

  • Coordinate the implementation of UN Women’s Evaluation plan in the CO;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between the CO and RO regarding evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

Facilitate knowledge building and sharing:

  • Identify and synthesize best practices and lessons learned from the Somalia Office and the partner agencies directly linked to Somalia programme goals and activities and ensure exchange of information;
  • Contribute to the development of capacity development tools, including training materials and packages for quality Monitoring and Reporting;
  • Facilitate capacity building opportunities for staff and partners in the country programme in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring & Reporting among all staff members through communication, training, learning and development activities;
  • Perform other functions as assigned by the supervisor.

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s studies is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of projects/ programmes;
  • Field experience in Monitoring and evaluation is an asset;
  • Experience in the United Nations systems in an asset.

Language Requirements:

  • Fluency in English and Somali is required;
  • Knowledge of the other UN official working language is an asset.
