Job Summary:

The MEAL Officer will assist the MEAL Unit/Department in the management of SOS Somalia country programme monitoring and evaluation. The officer will work closely with SOS Somalia Management and Project/Program staff at location to ensure that all MEAL activities are carried out in an efficient and timely fashion. The officer will assist the MEAL staff in project activity monitoring, documentations, data collection, analysis as well as database management and dissemination relevant information. The officer will work hand in hand with field teams and stakeholders on all programme monitoring and evaluation activities & ensure that monitoring visits are meaningful and capture data sought and feed into management decisions.

Main duties and Responsibilities:

KEY ROLES AND RESPONSIBILITIES

General responsibilities:

  1. Planning
  • Lead yearly location planning and budgeting aligning SOS CV planning template .
  • Assist in organizing and conducting training, including MEAL workshops.
  • Participate project-specific needs assessment in conjunction with needs assessment teams and Support evaluator(s) to conduct a needs assessment
  • Participate in the production of project and program log frames; Drafting results framework, focus on selecting indicators
  • Participate in Writing concept note, with input from stakeholders
  • Participate and lead the development of RBM system and be focal person for RBM initiatives and implementation at location level.
  • Participate in incorporating lessons learned in concept notes, proposals and project management plans; and
  • Assist programme and sector-specific managers to develop systematic and effective project specific M&E plans in keeping with SOS Global and Project M&E Guidelines.
  1. Project Monitoring/Quality & Reporting
  • Ensure that programme field activities and events meet minimum SOS standards in their delivery and planning.
  • Assist in developing the overall framework of the projects’ monitoring activities
  • Ensure quality of data collected by partners
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings.
  • Establish a secure file storage system (hard and soft) for all data collected
  • Participate community/beneficiary selection processes and training & Conduct spot checks in community engagements, beneficiaries and stakeholders to ensure inclusions and accountability
  • Assist in documenting case studies and success stories (written & audio) for specific project component & the overall SOS program.
  • Contribute MPRs, progress reports and final reports to ensure that reports are accurate, clear, properly formatted and on time;
  • Conduct site visits / site monitoring and submit report with clear findings & recommendations.
  • Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings and sharing them with respective program teams.
  • Design project-based indicator tracking table , update periodically and generate progress findings.
  • Conduct data verification visits
  • Organise SOS Care Promise self-assessment
  • Organise baseline study, if required
  • Oversee & conduct data collection
  • Regularly review , analyse PDB data to improve quality and be the focal person for PDB2 issue.
  • Draft annual programme progress reports
  • Maintain Monthly Action Plan Tracker to follow up on action points agreed in monitoring reports
  • Develop & manage a monitoring database for all projects and assist project staff in extracting graphic reporting information from the database and incorporating it in reports on quarterly base.

  1. Management of Beneficiary Complaints and Response Mechanism
  • Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination teams;
  • Receive complaints through telephone hotline, in writing and in person;
  • Follow up on complaints received by other SOS Children’s Village Somalia staff with the same diligence as complaints received through the CRM directly;
  • Treat urgent and/or sensitive complaints with the immediate attention they require, and ensure a fast resolution;
  • Maintain confidential and detailed records of all complaints in the CRM database and other electronic and hard copy filing systems, as appropriate;
  • Follow up on pending complaints with Project and management staffs;
  • Analyse patterns and trends in complaints to help SOS Children’s Village Somalia improve its programming;
  • Produce a monthly analytic CRM report for SOS Children’s Village Somalia staff, following SOS Children’s Village Somalia template;
  • Adapt and improve the CRM based on monitoring of its effectiveness.
  • Respond to complaints objectively, accurately, and in line with SOS Children’s Village Somalia guidelines, using information provided by Project teams.
  1. Project Evaluation
  • Identify, train and manage the network of enumerators and interviewers in all project areas;
  • Determines issues with data collection tools in the field and recommends to the M&E Unit improvements thereof
  • Assist in conducting baseline and endline assessments and ensure that they happen in a timely fashion for all projects;
  • Organize and lead focus group discussions and conduct interviews for purposes in real time
  • Assist in developing survey questionnaires and KIIs
  • Brief enumerators and interviewers (or external evaluator) on the project and data collection tools;
  • Ensure quality and reliability of survey data collected;
  • Organise evaluations and support evaluators & provide monitoring data
  • Support implementation of recommendations
  • Ensure receipt of and review transcribed and translated KII data collected;
  • Assist in conducting Real Time Evaluations including self-evaluations.
  1. Project Learning
  • Share learning from M&E process with the wider team
  • Support staff/partners in improving learning and sharing mechanisms in their projects
  • Promote culture of two-way learning in the organisation
  • Document lessons learned from the field and extract from reports and presentations and document them in the Lessons Learned Database/Log
  • Disseminate lessons learned and best practices among SOS Somalia and IO;
  • Develop and share case studies;
  • Participate in learning opportunities
  • Engage stakeholders in learning & sharing
  • Document lessons learned
  • Actively promote & explore ways to use results to improve programmes
  • Coordinate the sharing of learning related to M&E practices encouraging consideration of results both between and within sectoral teams,

Others

  • To be alert at all times to the security implications of engaging in activities addressing protection concerns; and any other duties assigned by Senior MEAL officer, MEAL coordinator and/or SOS Senior Management.

Skills and Qualifications

  • Minimum degree in international development, public relations, IT, program development, social studies, Statistics, economics or other related field;
  • A minimum of 3-5 years’ experience working in emergency  and development projects;
  • Strong analytical and report writing skills;
  • Understanding of the current M&E trends and especially RBM systems in development organisations
  • Excellent knowledge of written and spoken English and Somali;
  • Extensive knowledge of Somali conflict and operating environment;
  • Knowledge and experience in working with community and community leaders, authorities, INGOs, LNGO, and UN agencies;
  • Continually demonstrates strong commitment to the organization and high motivation; and
  • Extensive knowledge and experience in statistical analysis  software like SPSS , STATA ,EXCEL etc
  • Extensive knowledge and experience in  data management and design using KOBO , ODK etc
  • Willing to travel and stay in other regions.
