National Campaigns and Public Mobilization Manager
TEAM/PROGRAMME: Advocacy, Campaigns, Communications and Media (ACCM)

Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the Children is building a fresh approach to campaigning – our work to engage publics to shift political conditions for changes in policy and practise for children. Our new campaign model centres child campaigning alongside supporting partnerships and movements; strong public engagement and storytelling to generate political momentum for change. The National Campaigns and Public Mobilization Manager is a critical role to help us realise this vision and build powerful campaigning for and with children.
The National Campaigns and Public Mobilization Manager is responsible for driving, leading and delivering Save the Children’s campaign strategy in Somalia/Somaliland in line with the Country Strategic Plan and ACCM strategy. This includes developing effective campaigning networks and partnerships that advance our campaign goals and building strong public support for children’s issues. The role will lead our approach to supporting children to develop and deliver campaigns.

Role dimensions: National level, working closely with Area ACCM Managers, National ACCM Advisors, Children, TSs, local CSOS, and Partners.
KEY AREAS OF ACCOUNTABILITY:
Campaign Strategy and Partnerships
- Develop and deliver first class National and global campaign strategies and plans that ensure strong public support for Save the Children’s campaigning agenda in Somalia/Somaliland
- Play a full and active role in Save the Children’s campaign community in the development and delivery of campaign strategy to ensure relevance and context of Somalia/Somaliland in our global strategies.
- Lead in analysing policies, trends, and contextual developments in Somalia/Somaliland to inform Save the Children’s campaigning work and decisions.
- Build and nurture new and innovative campaigning partnerships and movement building approaches in Somalia/Somaliland that enable us to amplify our impact for children.
- Lead and drive specific campaign projects, moments, and initiatives, for examples days of action, activism projects, children’s assemblies etc.
- Support the Area ACCM Coordinators in designing and implementing campaign activities taking advantage of key moments to deliver on the CO campaign objectives.
- Play a strong external representation role to support work with key partners to further the aims of our campaigning.
- Bring new and innovative trends and best practise into Save the Children from the wider campaigns and social movement community.
- Collaborate strongly with the CO Media and Communications advisor and ACCM Managers in their content, communications and digital engagement approaches to campaigns; and with the Advocacy and Policy Advisor in strategic approaches to influencing change.
- Contributing to effective Monitoring, Evaluation, Accountability and Learning approaches to campaigning to ensure effective impact for children.
- Lead on campaign resource mobilisation at national level
- Coordinate with other Generation Hope countries in the region and provide campaigning capacity where needed.
- Support Save the Children Somalia/Somaliland’s engagement in regional and global campaigns through contribution of stories, videos, photos etc. to highlight Country office within such initiatives.
- Support in building the capacity of local partners and CSO on campaigning for children.
Child campaigning
- Oversee and lead Save the Children’s strategic approach to supporting, catalysing and inspiring strong, impactful child campaigning in Somalia/Somaliland
- Develop and lead first class online / offline capacity building and training programmes that support children to build their own impactful campaigns in Somalia/Somaliland.
- Help inspire first class child led campaigns that align with Save the Children’s priority global campaign to tackle climate change and economic inequality.
- Work with safeguarding and child rights experts to ensure robust safeguarding approaches to ensure children’s safety and wellbeing in their campaigning efforts.
- Facilitate and lead key meetings, webinars and face to face workshops (where appropriate) to support child campaigning.
Public Engagement
· Oversee the development and implementation of public campaigning projects on our priority areas that are engaging, impactful and contribute to delivering our strategic objectives.
· Write campaign materials to a high standard that are accurate and in line with Save the Children policy and brand and which effectively engage and communicate messages to a variety of target audiences.
· Contribute to other key campaign projects as required.

Skills and Qualifications
QUALIFICATIONS AND EXPERIENCE
Essential
- First class strategist: Proven experience in leading campaign strategy development, planning, delivery and evaluation, and mobilising resources behind its execution
- Produces an analysis of the issue, potential solutions, the political context and barriers to change.
- Creates and delivers a campaign plan at the relevant level in partnership with internal and external stakeholders.
- Degree in Social Science, law, Human Rights and/or Journalism, Communications
- Minimum of five years of prior experience of leading and delivering impactful social campaigns
- Strong, proven experience in movement building campaigns approach, including sparking and nurturing partnerships with external networks / organisations to deliver campaign impact.
- At least 5 years of experience of leading and supporting child and / or youth activism in Somalia/Somaliland:
- Supports the capacity of children to convene, design and implement their own campaigns at local, national and / or international levels.
- Supports others to identify and make the most of opportunities to amplify children’s voices in the public sphere.
- Focusses on promoting the active participation of the children facing inequality and discrimination.
- Proven experience of developing and delivering campaign trainings and capacity building programmes directly as well as with / through colleagues
- Experience of developing and delivering high ambition public campaigning and engagement approaches and strategies in Somalia/Somaliland
- Excellent, collaborative leadership style and ability – proven campaign leadership at a senior level for at least 3 years in International or National Organizations.
- High level project management skills – ability to hold and delivery complex campaign projects under pressure.
- First class communication skills: the ability to communicate complex information verbally and in writing in a clear, simple way to wider staff, partners and campaigns audiences.
- Ability to work and communicate in English and Somali
- Creative flare, with experience of a range of campaigning techniques and approaches; with strong digital literacy in approaches to inspiring change
- Passion for and ability to work effectively in a diverse setting.
- Understanding of and commitment to Save the Children’s values and ways of working.
- Ability to mobilise campaigning resources (internally and externally)
Desirable
- Strong experience in public engagement and mobilisation through digital approaches and tactics
- Experience of overseeing campaign contributions from a range of functional experts (advocacy, comms etc) including matrix management of staffed in dispersed team.

- Strong results orientation, with the ability to challenge existing mind-sets.
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
