National Consultant to Develop BFC Second Strategic Plan – Mogadishu, Somalia

Short Term Consultant (Open to Somali Nationals only)
1. Description of the post

The Independent Commission for Boundaries and Federalism is pleased to invite applicants who are citizens of Somalia for the following consultancy position:

1. Background

Independent Boundaries and Federalism Commission (ICBF)) is responsible for the entire National Boundaries delimitation and Federalism process in Somalia, including delimit the federal member states and district boundaries and formalize federal member states according to the Federal Constitution of Somalia (2012).

2. Objective

The Consultant will lead and develop a comprehensive four-year Strategic Plan to ensure that BFC fulfills its mandate, key results areas, and goals.

3. Scope of the assignment

The Consultant will work on the following key areas;

a. Review the mission, vision, and context analysis of the commission
b. Undertake stakeholder mapping, analysis
c. Review and develop goals, objectives, and strategies in line with the commission’s mandate.
d. Develop implementation matrix with precise monitoring and evaluation framework
e. develop the budget plan of the activities in the strategic plan
f. Facilitate stakeholder consultation meeting for the strategic plan for validation
g. Finalize Strategic plan and submit to the commission the Somali version
h. Translate the strategic plan to English and submit

The Consultant will lead and develop a comprehensive four-year Strategic Plan to ensure that BFC fulfills its mandate, key results areas, and goals.

4. Deliverables

1)A four-year strategic plan with a clear implementation plan, M&E, and budget estimation.

2)Stakeholders’ engagement and workshop reporting progress, including the overall reporting process of the strategic plan.

3)Submit the two versions of the strategic plan (Somali and English).

5. Duration of the assignment

This work is expected to be carried out for a period of 450 person-days.

6. Institutional Arrangements

The Consultant will report directly to the Secretary-General of the commission. The commission will provide relevant background documents necessary for the assignment including, the laws, guidelines, frameworks, and draft of the previous strategic plan. The commission will be responsible for the coordination of the stakeholder meetings and other activities under the consultancy. During the engagements, consultations, and other interactions, the Consultant will work with the BFC office and support the commission to connect other relevant government agencies, if necessary.

7. Expertise
a) Academic Qualifications

At least a master’s degree in a relevant field in planning, public policy, development studies, and other relevant areas.

b) Professional experience
• At least five years of professional, relevant experience of strategic planning development in the public sector and government institutions
• Proven working experience in working with government partners and other stakeholders in public sector development programs, especially in the strategic plan and capacity development
• Prior working experience on boundaries and federalism issues is an added advantage.
c) Competencies required:
• Capable of working with limited supervision
• High-level written and oral communications skills in English and   Somali languages.
• Having excellent interpersonal and professional skills in interacting with government and development partners
• Skills in facilitation of stakeholder engagements/workshops
• Evidence of having undertaken similar assignments
• Experience in research, policy development, management, and programming-related work.
