| Overview of position | CTG is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of CTG, as described in the Lima Declaration adopted at the fifteenth session of the our client General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. CTG’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through CTG four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. CTG Department of Digitalization, Technology and Innovation (DTA/DTI) supports countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. The Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) provides policy guidance and institutional capacity-building interventions related to standards, metrology, testing, inspection, certification and accreditation, which are needed to participate effectively in the multilateral trading system. The Directorate of Digitalization, Technology and Agri-Business (DTA), coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. It creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. |
| Role objectives | The WTO’s global trade system is meant to lower trade barriers through negotiation and proof of compliance by the member countries to its pillars: the Technical Barriers to Trade (TBT), Sanitary Phytosanitary (SPS) measures and Trade Facilitation. At the same time the WTO applies the principle of non-discrimination – based on open competition, consumer needs and market requirements. The basic aim is to result is reduced costs of production (because imports used in production are cheaper) and reduced prices of finished goods and services, and ultimately a lower cost of living – thereby improving the livelihoods and socio-economic conditions of those who need it most.
Somalia is in the midst of finalizing its preparation for its accession to the WTO and join the global trade market to reap the benefits of such a system. These benefits include free and fair trade; enhanced exports; improved quality and yield of products; increased foreign exchange; economic growth stimulus leading to reduction in poverty. Ultimately, when all of these aspects are realized, the chances of peace and prosperity for Somalia and the region become a real possibility. However, to reap the benefits of being part of the global free trade, accession to the WTO is only a means of possibly accessing the global market, which can only be achieved if and when trading partners can provide evidence of compliance to market requirements – in line with TBT and SPS measures. This means demonstrating management and control along the entire supply chain, through systems based on risk assessment with scientific evidence. To complement these management and control systems, nations need to provide internationally recognized testing, calibration, certification and inspection services. It is these very areas where CTG can provide the necessary technical assistance to strengthen the requisite institutional framework, coordination mechanism and help Somalia in developing strategic direction for a holistic the quality infrastructure, conformity assessment services and integrating it with a National Quality Policy with its association technical regulations and implementation plan. CTG proposes to launch activities in the following area to ascertain the current status: Quality Policy: Overall Strategic Vision – the Quality Policy integrates all of the above and links them to the related technical regulations and implementation plan. The international expert would work in tandem with the national counterparts/experts to carry out: a. Assessment and Analysis of the structure, formulation, role, responsibility and legislative mandate of the National Trade Facilitation Committee (NTFC) b. Identify gaps and capacity building needs of the NTFC c. Develop roadmap of activities/mitigation measures to address the above Once the roadmap of mitigating measures has been developed and shared with the counterparts, CTG in collaboration with UNCTAD would then develop focused and detailed series of activities to address the known gaps and other priority areas identified by the NTFC. Under the overall supervision of the CTG Programme Manager, in direct coordination with the our client Somalia O.i.C. based in Mogadishu, the expert shall carry out the following duties: Description of main duties Outputs to be achieved Expected Duration Location 1. Based on previous studies/work conducted by UNCTAD on National Trade Facilitation Committee (NTFC) review the current status of the National Trade Facilitation Committee (NTFC), and assess their capacity to negotiate WTO accession Review the legal framework under which the NTFC was formulated and the roles and responsibilities of the NTFC Legal framework, roles and responsibilities of the NTFC reviewed. 03 w/d Somalia 2. Building on the initial assessment and analysis of the NTFC done by UNCTAD, collate all relevant documents and information to identify gaps in negotiation skills for Trade Agreements Based on the collated information from the questionnaire, identify gaps, capacity building needs for the NTFC to address trade negotiation and trade facilitation agreements, procedures and protocols in line with WTO requirements Detailed needs assessment of the NTFC capacity on trade negotiations conducted. Gap analysis and capacity building needs of the NTFC identified. 06 w/d 3. Propose recommendations for roadmap of activities that would lead to capacity building of NTFC staff on trade negotiations. Based on the above develop a series of activities that would provide a clear path for Somalia to strengthen the NTFC, propose measures to strengthen the NTFC to play its role in WTO accession and Trade Facilitation Agreements Roadmap of activities, intervention plans for strengthening of the negotiation skills of NTFC officials developed. Protocols and procedures for the trade facilitation agreements developed. 03 w/d 4. Document two export procedures Identify the challenges linked to trade facilitation (formalities, duplication, etc.). Validate the procedures with NTFC Draft proposals for the two export-related procedures. Link these procedures (where applicable) with relevant on-going activities implemented by CTG and other UN partner agencies Challenges identified. Export procedures validated by NTFC. Proposal for the two export-related procedures drafted. Synergies between other on-going activities identified. 06 w/d 5. Prepare and submit final report This must include: Recommendations for way forward; targeted interventions on the protocols and procedures for Trade negotiation facilitation agreements. | Further information | MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: • Advanced university degree, preferably in Business, Finance or related field. Technical and Functional Experience: • A minimum of 12 years of experience in the area of trade development. • Worked on trade negotiation and development for at least 3 years in Africa or Asia. • Computer literate with experience in the usage of computers and office software packages (MS Word, Excel, etc.). • Experience in a least 1 donor-funded project. Languages: Fluency in written and spoken English is required. Knowledge of another UN language is an assert. |
