Context:
The International Organization for Migration (IOM) is one of the major humanitarians and development actors in Somalia. IOM is leading the Danwadaag Consortium that aims at implementing durable solutions for displacement in Somalia.
As a cutting-edge programme that challenges the status quo and seeks new solutions, Danwadaag builds the capacity and accountability of relevant governance structures to lead on durable solutions, provides land and housing solutions paired with basic services and livelihoods opportunities working towards (re)integration support to Displacement Affected Communities. Through government-led inclusive community planning processes and collective efforts for recovery focused on the most vulnerable, Danwadaag programmes also aim to support foundations for peace and reduce drivers of conflict, while ensuring inclusive decision-making processes.
The Consortium Leadership Team (CLT) seeks additional capacity to ensure that these activities are relevant and implemented effectively and efficiently, and in line with National, International, and IOM- and consortium-member-specific frameworks, while meeting donor requirements.
Against this background, the CLT seeks to hire a Senior Programme Assistant (Partner and Admin Support) to fulfil the duties outlined below for the consortium to ensure that partner activities, outputs, and outcomes are on track, impact is measured adequately, and that all lessons learnt inform ongoing and future programming.
Under the overall supervision of the Senior Programme Coordinator, the direct supervision of the Consortium MEAL and Reporting Officer, the incumbent will support the Danwadaag CLT within the Emergency and Post-Crisis Unit (EPC) of IOM Somalia. The incumbent will be responsible for partnership agreements and contracting, assessment of partners’ accounting policies, oversight of the partners’ budgets, reviewing financial reports and documentation. She/he will also be responsible for partners’ compliance with relevant policies and building their capacity in the areas identified.
Core Functions / Responsibilities:
1. Partner Performance & Due Diligence
• Support identification of new partners for new funding opportunities by undertaking partner assessments on a timely and comprehensive basis. Summarize the findings of potential partners’ assessment and make recommendation in terms of risk, capacity and training needs.
• Identify, and anticipate in a timely manner, potential risks and issues and advise Consortium Leadership Team on mitigating measures, so that maximum benefit to partner(s) and other stakeholders is achieved. Ensure risks and weaknesses are built -in monitoring and support plan.
2. Partnership Agreement and procedures:
• With support from the MEAL and Reporting Office and IOM RMU, draft partnership agreements according to donor and IOM requirements. Act as a liaison between internal teams to ensure Partner needs are being met.
• In coordination with IOM Somalia Grants & Compliance unit, develop guidelines /SOPs for setting up partnership agreements and ensure respect of IOM’s administrative procedures.
3. Facilitate partner reporting & payments
• With support from the MEAL and Reporting Officer and RMO/Finance Officer, manage partner budgets according to funding requirements. Conduct initial review of partners’ financial reports including supporting documentation to ensure donor compliance, where applicable and give feedback, and prepare variance analysis.
• Prepare payment requests for disbursement of funds to partners in accordance with the contractual provisions.
4. Partner Monitoring & Compliance
• Assist partners with reporting requirements and support activities during the inception, implementation and closure phases of the Project, as requested.
• Carry out planned and ad hoc reviews of partners to support compliance and capacity building. Support any (internal or external) audits requested for partners’ accounts.
5. Communication and Reports
• Ensure continual communication with Programme staff on matters related with partners and maintain good relationship and communication with all partners.
• Ensure partner reports and findings are shared with all relevant parties within the Consortium Leadership Team (CLT), IOM RMU and the Partner.
Required Qualifications and Experience
Education
Bachelor’s degree in business administration, Finance, Public Relations, Project Management or related field from an accredited academic institution with two years of professional experience
Experience
• Experience in project management support, administration and procurement and coordination with multi-stakeholders is required.
• Experience in budget management and capacity building;
• Experience in setting up of contracts and liaison with legal department as needed;
• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;
• Experience in capacity building of national staff, especially related to compliance and budgeting;
• Experience in writing project progress reports, communication strategies and M&E frameworks is an asset.
• Experience working in Somali context is advantageous.
Skills
• Knowledge of working in conflict/volatile contexts on durable solutions and community stabilization in Somalia;
• Profound and proven knowledge of MS, especially Excel;
• Good communication skills, including in different cultural contexts;
Languages
Fluency in English and Somali (oral and written) required. Working knowledge of other Somali dialect spoke in other regions of Somalia is desirable.
