IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals.Within this context, IOM is building on its existing stabilization programming and will be working further to support stabilization efforts in newly recovered, unstable, and fragile areas in South and Central Somalia: Hirshabelle, Galmudug, Jubaland, Southwest State. IOM Somalia’s Community Stabilization Unit (CSU) harnesses the gains made by previous IOM stabilization programs Breaking the Climate Conflict in Galmudug and Hirshabelle (Deegaan Bile Galmudug and Hirshabelle as shorthand) and Stabilization Support to Somalia II (Daryeel as shorthand) and aims to stabilization efforts in Somalia.By creating conditions to restore peace and stability, the social contract between Somali citizens and state institutions is rebuilt thereby providing a bridge to longer-term development interventions.Within this context, IOM will assist and build the capacity of communities and local institutions to implement a range of innovative activities including but not limited the Matching Grant mechanism through Community-Based Planning across Somalia, and across both Community Stabilization (CS) and Durable Solutions (DS) Projects. The Matching Grant Mechanism entails a funding scheme that incentivises cooperation between community groups and boosts collective action and encourages social cohesion. foster the collaboration and dialogue between communities and government authorities at the district level.In view of this activity, IOM is recruiting a National Programme Officer (Systems Integrator) under the overall supervision of the Senior Programme Coordinator (TRP)&HSO and of the direct supervision of the Programme Manager (Environmental Peacebuilding) under the Community Stabilization Programming; and under the overall supervision of the Senior Programme Coordinator (Emergency& Post Crisis), and direct supervision of Durable Solutions Consortium Coordinator, the incumbent will lead, identify, develop and implement a variety of innovative activities across CS and DS programming, as well as seek ways to further synergies and integrate programmes between the two sectors. This position will be based in Mogadishu with travel (where possible) in UNDSS approved areas across Somalia.

Core Functions / Responsibilities:

1. Plan and coordinate overall implementation with support of field teams of innovative programmatic activities under Community Stabilization, such as but not limited to community policing, to expand its portfolio and avenues to integrate different systems.
2. Plan and coordinate overall implementation with support of field teams of activities at the intersection Community Stabilization and Durable Solutions programming, as well as other relevant programmers to further synergies, collaboration, sequencing, layering and linkages.
3. Coordinate the overall implementation of the Community-Based Planning (CBP) process; guide Community Stabilization (CS) and Durable Solutions (DS) field teams including but not limited to training of Core Facilitation Team (CFT), conduct area profiling, facilitating static and mobile community consultations, and coordinate with key district stakeholders to document and incorporate relevant information.
4. Coordinate the implementation of Matching Grant activities working closely with Resource Management Unit and M&E team for CS and DS including joint procurement training and procurement processes, as well as payment processes of vendors to facilitate smooth implementation.
5. Build capacity of CS and DS field teams on implementation of community-based planning, matching grant, other innovative stabilization approaches, and how to integrate these activities with one another to ensure quality programming, through workshops, one-to-one mentoring and on the job training.
6. Actively contribute to the feasibility assessments, development of context appropriate Community Matching Funds, designing of training materials as well as organizing and facilitating capacity building exercises working with relevant partners to strengthen Local Community Fund Mobilization and Management for CS and DS.
7. Integrate and highlight a focus on women’s empowerment within durable solutions and community stabilization.
8. I Integrate system across community stabilization, climate change adaptation, durable solutions, resilience.
9. Produce regular, high-quality reports, matching grant updates, and collect success stories, case studies on grant matching, in both English and Somali as required to facilitate timely dissemination of information and products which are appropriate to target audiences, and in accordance with donor compliance and project communications plans. Work in close coordination with Community Stabilization Officer and Knowledge Management and Research officer.
10. Support the adaptation and implementation of the Enterprise Development Fund in project areas including management of a field project assistant and in liaison with the Monitoring and Reporting Officer, undertake regular field visits to monitor the quality of work and review the performance of Enterprise Development projects, implementing partners and recommend action to the relevant parties.
11. Perform such other duties as may be assigned.


• Master’s degree in social sciences, Development Studies, International Relations, and Business Administration or other related fields from an accredited academic institution with two (2) years of relevant professional experience; or
• Bachelor’s degree in the above-mentioned fields with four (4) years of relevant professional experience.


• Experience in community stabilization programming including but not limited to matching grant activities, community-based planning, community dialogues, and social cohesion activities.
• Demonstrated knowledge in stabilization, and peacebuilding concepts. Previous work experience in coordinating with local and state government authorities and civil society organizations.
• Experience in IDP/returnee reintegration and community driven development initiatives.
• Previous work experience in coordinating with local and state government authorities, UN agencies and civil society organizations.


• Demonstrated knowledge in urbanization, durable solutions, stabilization, and peacebuilding concepts.
• Demonstrated proficiency and knowledge of information technology in Microsoft Office applications especially Excel, Word, and PowerPoint.
• Good teamwork, ability to work independently, effective communication and presentation skills.
• Ability to conduct training and impart knowledge effectively.
• Skills in information monitoring, analysis, and synthesis.


For all applicants, fluency in English and Somali is required (oral and written).
Working knowledge of French or any other UN Official language is advantageous.
