Startegic plan on control and elimination of Neglected Tropical Disease for Somalia

2. Purpose of consultancy

The new road map “Ending the neglect to attain the Sustainable Development Goals: A road map for neglected tropical diseases 2021–2030” sets global targets and milestones to prevent, control, eliminate and eradicate 20 neglected tropical diseases (NTDs) and disease groups. It also sets cross-cutting targets aligned with both WHO’s Thirteenth General Programme of Work, 2019–2023 and the SDGs, with strategies for achieving the targets during the next decade.

Keeping in line with the new roadmap 2030, and to reach SDG target on NTDs, Member States have to develop mid-term strategic/master plans to better deliver interventions in a coordinated manner and improve the cost–effectiveness and coverage of programmes that will guarantee that the milestones and targets are reached by 2030.

This consultancy is to provide necessary technical guidance and strategic directions to NTDs in Somalia, to develop its strategic/master plan for 2022-2025.

3. Background  

Neglected tropical diseases are a diverse group of communicable diseases that prevail in Southern parts in Somalia. They affect thousands/millions of people and cost millions of dollars every year. Most importantly, they affect the most vulnerable members of the society. Complex emergency prevailing in Somalia impedes prevention and control of NTDs.

During the past decade NTDs in Somalia implemented different initiatives recommended by WHO to prevent and control NTDs. By implementing these initiatives Somalia managed to achieve significant reduction of NTDs which are amenable to preventive chemotherapy as a public health problem.  WHO has a new road map for NTDs for 2021–2030 with a new model of operation to achieve SDG targets on NTDs. Somalia has to develop its own strategic/master plan which will guide NTDs for the next 5-years building on the current epidemiology and the gains achieved so far. 

4. Deliverables

Output 1: Support the FMOH and the Ministries of Health of Somalia to develop the NTDs strategic plan 2022 – 2025

1.            Familiarize the FMOH with the new NTDs roadmap 2030 and the regional guidance and tools recommended by WHO and partners to control/eliminate/eradicate NTDs.

2.            Compile  country-specific existing plan(s), available data, documents, assessment reports, annual performance reports and other relevant documents on NTDs for further analysis by the lead consultant.

3.            Provide technical input during desk-review of the technical documents relevant to the health care delivery system and health management information system to verify the presence of strong systems to detect, treat and report NTDs.

4.            Conduct the technical consultations held for formulation of national task force to develop NTD plan. 

5.            Act as the focal point in coordination between Ministry of Health and WHO during the development of the final draft country strategic /master plan. . 

6.            Facilitate the coordination process with relevant stakeholders and authorities, providing technical input on the draft plan and compile generated comments and suggestions.

7.            Generate draft plan considering the comments and suggestions of national programme, partners and consensus inputs.

5. Qualifications, experience, skills and languages

Educational Qualifications:

o             Essential: Degree in public health or health related fields.

o             Desirable: Master’s degree in public health.

Experience

o             5 to 6 years of relevant  working experience in public health programmes.

o             Familiarity with health policies and strategies related to Neglected Tropical Diseases.

Skills/Knowledge:

1.            Familiar on strategy/action plan development

2.            Good writing skills

3.            Good communication skills

4.            Familiarity with MS office

Languages and level required (Basic/Intermediate/Expert):

Excellent knowledge in English and local language.  .

6. Location

On site: Working in close coordination and collaboration with Ministry of Health and other stakeholders in Somalia and WHO and International consultant to support in developing the NTD national strategy 2022-2025.

7. Travel

Is not required
