Non-Communicable disease Officer-NCD Officer – Mogadishu, Somalia
Working under the direct supervision and guidance of the Community engagement manager, the NCD Officer will be based in Mogadishu and will work closely with Health program staff, Benadir regional administration (BRA) and Ministry of health (MoH). The NCD programming in IRC Somalia has been growing steadily and gaining momentum over the last 7 years hence IRC expects the NCD officer to provide the technical support of the effective implementation of No-communicable Diseases (NCD) activities including integration of NCD with the exiting primary health care facilities and community outreach activities including NCD screening, community engagement, training the community health workers (CHWs) on NCDs in addition supporting the monitoring and evaluation activities under this project.
Roles & Responsibilities
- Provide technical support to the field program staff and track the project activities, provide support including the facilitation of NCD community engagement, social mobilization activities and project documentation.
- Facilitate and support training of the community health workers (CHWs) on NCD related topics
- Together with the community and health manager maintain good relationships with the ministry of health and support the MoH in setting up an NCD technical team, development and roll out of a CHW training package for NCD. The NCD office will ensure regular communication between partners and IRC including NCD partners, districts officer, MoH and other related public health programs and.
- Represent IRC at national NCD meetings, conferences, workshops, and coordinate with the NCD’s division of MoH, and other local partners for the project implementation.
- Ensure client feedback and responsiveness response mechanism and tools are in place and adapted by the CHWs in coordination with M&E sector
- Provide regular supportive supervision and field monitoring activities. on job and refresher trainings for CHWs.
- Ensure project review meetings are conducted in quarterly base with coordination to the stakeholders and relevant program staff
- Ensure the program data collection tools and management are in line with IRC’s guidance and project progress are monitored and tracked regularly.
- Prepare and submit timely all the project field reports to the senior community engagement manager
- Provide support when developing the communication materials including IEC and documentation of success stories.
- Perform any other relevant tasks as requested by the Manager.

- Position Reports directly to the Community engagement Manager.
- Position directly supervises: None
Other Internal and/or external contacts:
- Internal: Health Managers and medical Officers, and Field Coordinator. In addition to the technical team at regional and HQ levels when necessary
- External: Beneficiaries, local and national government.
