Hours: 36 hours per week

  1. Purpose of the position

The Non-Formal and TVET Education Director will lead the planning, coordination, and implementation of non-formal education (NFE) and technical and vocational education and training (TVET) strategies and programs. This includes promoting lifelong learning, skills development, employability, and inclusive education pathways for marginalized and out-of-school populations.

  1. Duties and Responsibilities:
  • Contributes to the overall planning and management of the Technical and Vocational Education and Training (TVET) and non-formal education functional area/s in close collaboration with the director General of MoE Hirshabelle;
  • Develops work plan(s) and ensures timely, efficient and effective implementation of these plans towards the achievement of outputs, outcomes, and alignment with programs priorities.
  • Provide strategic leadership and oversight for the national TVET and non-formal education systems.
  • Align TVET and NFE policies with state development plans, labor market needs, and international education frameworks.
  • Improve access, quality, and relevance of skills development programs.
  • Promote inclusive and equitable education opportunities for all learners.
  • Monitors and assesses the implementation of activities related to TVET, Adult education, prepares monthly, quarterly, annual and reports;
  • Contributes to, and participates actively in the implementation of, the Education Strategies and Policies related to the TVET and non-formal education;
  • Coordinates, as necessary, the implementation of his/her assigned functional area/s with internal and external stakeholders by contributing to quality, equitable and inclusive education;
  • Advocate for value and relevance of both non‑formal education and TVET among government, private sector, communities, youth and other stakeholders.
  • Oversee the design, implementation, monitoring, and evaluation of NFE and TVET programs.
  • Lead communications, public‑awareness campaigns, stakeholder consultations to promote uptake of NFE/TVET pathways.
  • Represent the directorate in national/international forums, working groups, technical committees, donor meetings.
  • Promote competency-based education, recognition of prior learning (RPL), and modular training approaches.
  • Performs other duties as may be assigned by the ministry of education Hirshabelle. 
  1. Qualification and Experience
  • Bachelor degree in education
  • Education Management Information System in a data package.
  • At least 4 years of experience working in the field education in a good system with good collaboration with the education partners, having a betterment of education management and managerial system.
  1. Knowledge and competences
  • Integrity, reliability, and strong sense of commitment and responsibility.
  • Excellent TVET and Non-formal education management, coordination and organizational skills.
  • Excellent communication skills, both written and oral.
  • Analytical and problem-solving skills.
  • Ability to work under pressure, manage heavy workload and meet tight deadlines, paying close attention to details and quality of work.
  • Ability to work effectively both independently and in international multicultural teams.
