ROLE PURPOSE:

To ensure that the community management of acute malnutrition (CMAM) and IYCF programs are functioning properly, providing care of quality to all the beneficiaries, respecting protocols and principles of good practice.

SCOPE OF ROLE: Reports to: [Deputy Nutrition Program Manager]

Dimensions: Save the Children has been working in Somalia for more than 60 years. The Country Office has over 650 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Gnarowe, Galkayo and Gardo in Puntland; Beletweyne in Hirshabelle, Adaado, Abudwak in Gal- Mudug, Baidoa in Southwest, Kismayo & Dhobley in Jubaland and Mogadishu in Banadir Administration) & Our Country Office coordination and administration base is in Mogadishu,

Staff directly reporting to this post:  IYCF Supervisor,

S/he will have overall supervision of Facility Staff (OTP/TSFP Nurses, Mobilizers, Screeners, and Registrars

QUALIFICATIONS AND EXPERIENCE

Essential

  • Qualified nutritionist or a nurse with primary health care and nutrition experience.
  • Degree/Diploma in Human/Food Nutrition, Community health, Nurse from a recognized University.
  • 3-year experience in nutrition work and implementation of CMAM programming, including monitoring and evaluation skills, with UN/NGOs.
  • Experience of and commitment to utilizing participatory approaches.
  • Experience in nutrition assessments and understanding of nutritional surveillance and information systems.
  • Proven capacity to supervise, train and coach local staff and community workers.
  • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathise with all beneficiaries and their carers
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
  • Ability and willingness to frequently travel and stay in the field
  • Strong report writing and computer skills
  • Fluent in written and spoken English and Somali languages.
  • Previous experience of working with humanitarian agencies in Afmadow district and by extension lower juba is an added advantage.
  • Commitment to and understanding of Save the Children’s aims, values and principles.

TEAM/PROGRAMME: Nutrition Program, Jubbaland, Southern States LOCATION:  (Dhobley)
SCI GRADE:  4 POST TYPE: National
Child Safeguarding: 

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:

Activities

·         Daily Plan to all CMAM activities at designated nutrition facilities in liaison with Deputy Program Manager

·         Complete order forms for the logistics team of material, medicine and food requirements for each site for the week in advance

·         Work with Health staff and officials to ensure all aspects of the programme are understood and appropriate referrals take place to and from appropriate referral hospital and OTP/TSFP site.

·         Working with the Assistant Community Mobilisers, ensure engagement of community leaders / them designates for the organisation of the arrivals outside of the centre

·         Ensure adequate triage / that new arrivals are seen as a priority

·         Ensure cases not meeting admission criteria return home as early as possible and understand why their child is not admitted

    • Providning technical support to IYCF supervisor, and other staff in managing IYCF activities, and ensuring appropriate and consistent education messaging to mothers and other carers at all programming contact points eg at Nutrition facilities, Mother baby areas, child friendly spaces.
    • Ensuring that all staff understand and implement program guidelines when assessing the mother-child pair, and advise the best feeding options and follow-up as appropriate.
    • Facilitate IYCF programe integration, particularly to promote excellent communication and referral between IYCF-E, CMAM, FSL, Health and CP programming.

·         Supervise the activities of the OTP/TSFP team at the distribution point

·         Ensure all OTP/TSFP team members are familiar with their posts

·         Assist the IYCF supervisor and counsellors in implementing IYCF activities at the OTP/TSFP sites, and community level, and provinding onjob trainings to the team.

·         Re-define team composition as necessary – either during distributions (to avoid bottle-necks) or after discussion during team meetings

·         Work closely with the teams to ensure all children are measured correctly

·         Ensure all criteria are respected and understood by the teams, including admission, discharge and transfer to and from the various components of the programme.

·         Ensure the CMAM and IYCF team are familiar with the COVID-19, nutrition programming.

·         Ensure comprehensive health checks and treatment according to the agreed protocols

·         Review the forms completed by staff to ensure completion, accuracy and coherence

·         Undertake individual evaluations with the team

·         Ensure that daily Quality Bench marks is recorder

·         Ensuring IYCF assessments are recorded correctly.

·         Ensure to close collaboration with MEAL team

·         Ensure adequate availability of all medical and food supplies for each distribution, input in to creation and maintenance of a monthly distribution plan and ensure stock is pre-positioned as planned with Deputy Program Manager and logistics team

·         Submit a daily tally of the OTP/IYCF  statistics

·         Submit a weekly report of the tally of statistics for each site (one form per site per week)

·         Submit a weekly/monthly supply consumption report

·         Submiting weekly/monthly IYCF reports to Nutrition DPM.

·         Report any progress and any problems in a timely manner

·         Through liaison with the community outreach/nutrition assistant workers, provide effective follow up of all cases – particularly:

·         Ensure the prompt tracing of children who are absent from the programme

·         Request specific children to be followed up as required (newly enrolled children, sick children, long stay children / children not gaining weight, children with social problems etc.).

·         Liaise with the Community Mobilisers to ensure comprehensive community outreach and mobilisation, health education and treatment. Check that all messages to carers, community groups, leaders and authorities are consistent and fully understood.

·         Attend regular meetings as required

·         Respect the dignity of the beneficiaries, carers and members of the community

·         To undertake and organise the administration of the team including facility staff work plans, leave plans and facility materials requirements.

·         Cover nurse duties during periods of leave or sickness

·         Assist in any other tasks when required
