ROLE PURPOSE:
The Nutrition Programme Manager has the stated purpose of leading the nutrition team for Puntland. The Nutrition Programme Manager is responsible for the effective design, implementation and coordination of activities associated with the Save the Children Somalia nutrition interventions in Puntland. S/He is responsible for leading and managing the nutrition team in project implementation; design of interventions; developing work plans; coordinating with partners in peer programs locally & regionally; stimulating & identifying innovative ideas amongst the team that will meet the project goals; establishing best practices; producing reports; attending regular management meetings both internal and external; coordinating with other SCISOM technical personnel and relevant Humanitarian actors.
SCOPE OF ROLE:
Reports to: Head of Area Programmes-PL (with regular liaison with nutrition advisor on technical aspects)
Dimensions: Save the Children works in 4 regions in Somalia with a current staff complement of approximately 350 staff.

Staff directly reporting to this post: 3 people, and functional line management for all Nutrition Project staff.
KEY AREAS OF ACCOUNTABILITY:
1. Program Design and Management
- In close collaboration with area head of program operation Manage and design all the project activities implemented by the nutrition team
- Lead the design and work plan development of the identified interventions
- Lead the change in brainstorming innovative new ideas and stimulating such thinking amongst the Puntland nutrition team
- Generate quality monthly, quarterly , interim and final reports on progress and analysis of program results and accomplishments of project and programs and share with SNTS.
- Report on lessons learned from failed interventions identified as innovative in the design stage
- Ensure that a holistic & community driven approach to the interventions is employed
- Ensure that interventions are closely coordinated with other SCI programs (WASH, FSL, Education and Health).
2. Management and coordination of Nutrition Activities
- Lead, monitor, guide and support the work of the Nutrition team for quality programming.
- Conduct regular visits to field sites across Puntland (security allowing) to monitor implementation of activities and work with core staff in developing solutions to problems that may arise.
- Maintain regular communication with the Bosaso FM, peer Programme Managers and technical staff in Nairobi
- Prepare and send regular and timely reports to the Field Manager in Bosaso and technical personnel in Nairobi; suggest and take appropriate action on issues raised
- Facilitate team work and problem solving skills.
- Carry out work with respect to SC security concerns, protocols and established policy.
- Protect all staff and beneficiaries from any form of exploitation including sexually exploitative relationships.
- Closely working with other PMs to ensure that nutrition is fully integrated with project both horizontally and vertically.
3. Program Integration
· Ensure that nutrition intervention operational convergence with other thematic sectors based on 6 by 6-integration matrix by closely mapping sites and target population based in the need assessments, coordinating and aligning planning to ensure cross fertilization and synergies of programs
· Ensure proper operational and population convergence nourishing the youngest common and resourcing family for better nutrition common approaches to improve the nutrition status of young children by working closely with program managers.
· Work with the FSL team to monitor the quality and the impact the resourcing family and nourishing the youngest common approaches on nutritional status of PLW and young children through Post Distribution Monitoring (PDM) to monitor changes in nutrition practices and stats based on messages or other nutrition interventions.
· Align community nutrition intervention with WASH community interventions by coordinating movement plans, training of WASH committees on IYCF key messages and using them to disseminate the messages (19-24 years), training of community Hygiene promotor volunteers for case finding and referral ( IYCF rapid assessment tools, MUAC tape)
· Work with WASH team to Integrating and targeting for Hygiene kit distribution for OTP/Targeted Supplementary Feeding Programme (TSFP) beneficiaries, breastfeeding mothers are prioritized.
· Ensure that all our nutrition centres access to clean water, WASH facilities and hygiene practice is in place at out, in-patient therapeutic feeding centres at out, and in-patient therapeutic feeding centres.
· Make sure that in all nutrition program packages are fully Integrated with Health program , and proper triage system are in place to ensure cross referrals ( OTP, TSFP, Immunization, IYCF, ANC, Deliveries, PNC etc) to minimize missed opportunities.
· Integration of treatment of SAM into Integrated Community Case Management (iCCM) (iCCM plus)- Common approach (CA)
· Work with Child protection team in integrating/main streaming child protection activities to nutrition program –give specific focus on how Mother baby areas for IYCF can be also be child friendly space for child protection
· Where ever possible work with education team the implementation of school health and nutrition program; more emphasis should be given Micronutrient supplementation and deworming, establishing school nutrition clubs, promotion of health diets, Establish referral mechanism for sick and malnourished school children and adolescence etc.
· Work with education and ensure that the school feeding programs provided are in-lined with guidelines.
4. Budget and Grants Management
- Plan, Monitor and review program expenditure on a weekly, monthly, quarterly & annual basis
- Track and report on program indicators at both national and field levels to ensure that program implementation meets donor requirements and SC internal control procedures, and that program deliverables are met
5. Record Keeping/Reporting
- Develop M&E best practices and metrics in collaboration with the M&E team
- Oversee the establishment and maintenance of an efficient and effective system for recording and reporting on program activities, overall statistics and materials ordering, distribution and use.
- Ensure program data is updated accordingly and information used for learning
- Ensure nutrition database and timely and accurate analysis of the information.
6. Training
- Lead Nutrition core staff in identifying training needs and developing capacity building and training programs and packages required
- Participate in delivering formal and informal training sessions/seminars and capacity building activities as appropriate.
- Lead the team to develop and execute appropriate training and capacity building measures to support community structures and partners
7. Liaison
- Communicate and meet with the relevant regional and local team members associated Nutrition activities in Puntland.
- Coordinate with the relevant factors such as local authorities, agencies, national and international NGOs, donors, community leaders and other beneficiaries to further the work of the SC Nutrition program.
- Participate in discussions with relevant stakeholders to familiarize them with the respective nutrition projects and ensure understanding, cooperation and backing from the start.
- Attend other key meetings that may impact on SC nutrition program

QUALIFICATIONS AND EXPERIENCE
Essential
· Health / Public Health / Nutrition BSc or equivalent
· Substantial emergency nutrition experience of 4-6 years including the design and implementation of feeding programs and their analysis and monitoring and evaluation.
· Experience in planning, implementing, monitoring, and evaluating CTC programmes
· Experience in conducting nutrition assessments (survey design, implementation and analysis using the SMART method and package, an ability to include sound causal analysis) and an understanding of nutritional surveillance and information systems.
· Proven capacity to supervise, train and coach national staff.
· Experience and ability to represent Save the Children’s nutrition work in external meetings.
· Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.
· Demonstrable ability at report writing and excellent communication skills
· Experience of working safely in hostile and insecure environments
· Self-motivated and enthusiastic personality, commitment to understanding and improving the lives of children in an emergency context
· Ability and willingness to frequently travel and stay in the field
· Ability to work under extreme pressure and meet deadlines with minimal guidance

· Qualified nurse with primary health care / community health care experience

· Knowledge of the region – Horn of Africa in general; Somalia especially
· Coaching and training skills with a view to capacity strengthening of staff and partners
