The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Integrated Statistics and Economic Planning Capacity Building, and intends to apply part of the proceeds for consulting services of an Office Manager.

 

The consulting services of the Office Manager (“the Services”) include assisting the NEC in matters of correspondence, office management, development of meeting schedules and other office matters. She/he will carry out all tasks in strict compliance with the rules and regulation set forth by the Council and in line with Government policies, S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following http://nec.gov.so or can be provided upon submission of application (in person or by E-mail).

 

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

  • Education: BA degree/Diploma in Office Management or related fields.
  • Experience: 5 years’ work experience
  • Special training: Competent in MS Office

 

Language Requirement: Excellent written and oral communication skills in English and Somali

The consultant shall be contracted for a period of 12 months with the possibility of extension for another period based on satisfactory performance and availability of budget. The Office Manager will have a three-month probationary period and will be based in the NEC Office.

The NEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
