Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.


United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

The Operations Analyst will work under the direct supervision of the AMISOM Support Project Manager and Deputy Project Manager. S/he undertake the following responsibilities and duties as follows:

  • Maintaining project documents such as AMISOM Workplan, Project Log, stakeholder analysis, Project Strategic Assessment, Issue register, risk register, communication plan, lessons learned and meeting plan in close coordination with the Project Management Office, Sector’s Operations Officer, FHQ Operations Officer, and the Project Manager.
  • Provide support to the Project Management team, including open-source research, organization and management of schedules, coordination of events, travel, administration and clearances.
  • Follow-up on support requests received from stakeholders, address delays and bring to the attention of Project/Deputy Manager.
  • Drafting of correspondence and internal procedural directives, Standard Operating Procedures relating to administrative matters.
  • Maintain documentation of decisions and actions taken on project issues.
  • Preparing routine field visits (when security situation permits) to monitor the training and mentoring support provided to AMISOM, by the implementing partner.
  • Ensure project plans and documentation are in line with defined standards and process requirements.
  • Provide clear documents on project issues and bring matters that need decision by the Project Manager/Deputy Project Manager to his/her attention.
  • Develop and maintain a tracking system to assist the Project in following up on pending issues.
  • Prepare and facilitate regular project meetings and take minutes in support of the Department.
  • Maintain project office files and monitor their status, ensuring the system is regularly updated.
  • Maintain work records and prepare weekly reports.
  • Track travel data sheet sheets and the coordinate / plan the project’s team travel.
  • Monitor the convoy smartsheet and coordinate with the Sector Operations Officer to validate and organize the data.
  • Support in organizing presentations and providing briefings to UNMAS Senior Management.
  • Assist the Project manager with the Assessment of expenditure of assets and travel for the project and estimation of new requirements and preparation of budget plans for designated areas of work.
  • Perform any other tasks and duties as requested by the Project Manager and Deputy Project Manager.

** Education/Experience/Language requirements


  • A First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of two years of relevant experience is required; OR
  • High School (Secondary or equivalent) with six years of relevant experience is required.**Experience**
  • Relevant experience is defined as experience in programme management, project management, project development, project administration or administration support.
  • Within relevant experience a minimum of one year experience working in an international organization is required;
  • Experience in report writing is required;
  • Experience in preparing and conducting presentations is required;
  • Computer literacy is required.**Language**
  • Fluency in English (speaking, reading and writing) is required.
  • Knowledge of French Language (speaking, reading and writing) is highly desired.
