Roles and Responsibilities

• Implement and supervise financial transaction procedures and systems, to ensure transparent and traceable accounting practices
• Create implement and monitor organizational and programme budgets to ensure that funds are used according to the funding contracts, proposing corrective actions if needed
• Implement circuits and workflows, such as management of cash boxes, transfers, advances, purchasing procedures, payment approvals, follow-up of payments and bank reconciliations
• Ensure the timely execution and control of monthly/yearly accountancy closure, financial reports, audits and all service contracts for the project site
• Ensure that staff with financial responsibilities are aware of and comply with local finance procedures and laws
• Hands on experience with supply chain management
• Responsible for continuous cash flow position monitoring
• Planning and implementation of overall quality control
• Performance management
• Stakeholder engagement- building partnerships and coordinating various stakeholders and implementation partners
• Develop key operational processes and oversee and monitor implementation for high productivity
• Oversee the operations/programmes in regional offices
• Strategic planning and reporting

Qualifications

• Bachelor’s degree (Finance option preferable) or Certification in Certified Public Accountant or Association of Chartered Certified Accountants
• Minimum of 7 years of demonstrable experience in programme management, financial management and accounting
• Previous experience working in Somalia or similar operating environments
• Experience working with NGO’s, UN/Donor Agencies
