Organizational Policy Development Consultants – Lead and Assistant Consultants (2 Positions) – Hargeisa

Background

Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-Stat actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective are to enhance non-state actor’s voice through better coordination and networking that contributes in helping Non-state actors to possess a vibrant space in policy dialogue arena especially, peace-building, security, democratization, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. Overall, civil society and nongovernmental organizations (NGOs) can influence individual behavior and the institutions involved in all development sectors.

SONSAF is the lead applicant project entitled: Strengthening the operating environment of CSOs ability to participate in advocacy for policy change and equality of marginalized groups. The three years’ project is funded by the European Union, which have two main objectives.

  • To increase the capacity of CSOs to engage in policy dialogues and decision-making at a national and regional level.
  • To create a conducive operating environment to promote the interests of women and vulnerable groups.

Overall objective of the consultancy

The consultancy objective is to amend and develop organizational policies for 7 CSOs organizations, the consultant is expected provide three policies for each individual organization.

Position One: Lead Consultant

  1. Scope of work

The lead consultant is expected to engage with 7 Cos organizations in competing the policy development assignment. The following key activities will be carried out by the consultant:

  • Develop policy development work plan
  • Review identified policy gaps during assessment of individual organizations and develop policy improvement changes
  • Ensure that assessment findings are documented in the amended and developed policies.
  • Conduct in person and online sessions with the representatives from the CSOs during the policy development process.
  • Review and amend policy with CSOs board of directors and secretariat teams.
  • Edit and finalizing policies with the feedback from the board of director’s review meetings
  • Counter check policies are in line with donor requirements, NDPIII, SDGs and other national and regional requirements.
  • Assess adequacy women rights and inclusion of minorities, and propose suitable amendment to include women and inclusion of minorities in organizational policies.
  • Organize briefing meetings with CSOs management team to present amended and developed policies for feedback and approval purpose.
  • Draft and present comprehensive policies for each individual organization, clearly incorporating donor requirements and other relevant national and regional policies.
  • Submit final amended and policies to SONSAF and individual organization for Board of Directors approval.

  1. Reporting

The lead consultant will directly report to the program manager

  1. SONSAF responsibilities
  • Assist in coordination with CSOs organizations
  • Review policy development progress and provide feedback as necessary
  • Organize policy development meetings with CSOs organizations.
  1. Methodology
  • Review current policies include but not limited constitution, bylaws, policies, internal procedures etc. and provide feedback analysis
  • Review assessment report findings and recommendations
  • Conduct CSOs organizational meeting with the board of directors and secretariat to present policy development progress
  • Produce draft of amended and developed policies for each individual organization.
  1. Key deliverables

Inception report: Summary of consultant one-to-one meetings with the CSOs organizations, focus on the findings of the current policies after meeting with the board of directors and the secretariat staff.

Monthly progress report: The consultant shall prepare monthly report to SONSAF

Draft of 21 amended and developed policies: Consultant will submit 21 final polices for Board of director’s approval.

  1. Time frame

The lead consultant must conduct assessment activities and produce final report within three months’ period.

  1. Duty station

The duty station of this assignment is Hargeisa, Somaliland

Skills and Qualifications

  1. Qualifications, skill and experience
  • Master’s degree in research, law, human rights, political science, international relations or closely related discipline or relevant fields.
  • The consultant should possess working experience in Somaliland regions and experience working with regional and international organizations in particular policy development assignments.
  • Minimum of ten (10) years of relevant experience, preferably in policy development for Civil Society Organizations or NGOs.
  • Knowledge of connections to civil society organizations in Somaliland
  • Proven experience in evaluating civil society organizations policies including organizational constitutions, fundraising policy, Human resources policy, procurement policy, and sexual harassment policy.
  • Ability to conduct in-depth analysis and reach relevant conclusions in the specific area of SONSAF project.
  • Should have the ability to work with people of different cultural background irrespective of gender, religion, race, nationality and age.
  • Good computer skills (Windows, Word, Excel, PowerPoint, Internet, etc.).
  • Excellent facilitation skills
  • The ability to produce excellent written reports demonstrating analytical and communication skills in both Somali and English

Position Two: Assistant Consultant

Scope of work

The assistant is expected to engage with 7 Cos organizations in collaboration with the lead consultant in competing the policy development assignment. The following key activities will be carried out by the consultant:

  • To assist in preparing agenda, organizing meeting with the CSO organizations during the amendment and development of policies.
  • Facilitate in reviewing identified policy gaps during assessment of individual organizations and develop policy improvement changes
  • Ensure relevant documents for the policy development are collected, documented and shared with the lead consultant including but not limited to NGO Act, NDPIII, SDGs and other national and regional requirements
  • Organize in person and online sessions with the representatives from the CSOs during the policy development process.
  • Review and amend policy with CSOs board of directors and secretariat teams in collaboration with the lead consultant.
  • Proof reading, editing and finalizing policies with the feedback from the board of director’s review meetings.
  • Organize briefing meetings with CSOs management team to present amended and developed policies for feedback and approval purpose.
  • Support lead consultant in drafting and presenting comprehensive policies for each individual organization, clearly incorporating donor requirements and other relevant national and regional policies.
  • Ensure Submitting final amended and policies to SONSAF and individual organization for Board of Directors approval.
