BACKGROUND

The Somali Development and Reconstruction Bank (SDRB) is the national development finance institution dedicated to promoting inclusive economic growth and reducing poverty. The Bank plays a pivotal role in advancing Somalia’s key sectors including agriculture, livestock and fisheries, renewable energy and infrastructure while catalyzing private investment across the country. This includes a comprehensive organizational restructuring, and the adoption of robust governance frameworks aligned with international best practices.

ROLE SUMMARY

The Partnership and Program Officer coordinates SDRB’s partnerships, MOUs, and grant activities. The role manages partnership tracking, reporting, and donor engagement, supports proposal development and event coordination, ensures timely communication, documentation, and visibility of SDRB’s partnership outcomes.

DUTIES & RESPONSIBILITIES

Partnership Program Coordination

Support day-to-day coordination of partnership workstreams, ensuring alignment with SDRB’s partnership strategy and business development priorities.

Maintain and update the SDRB Partnership Tracker, ensuring all MOUs, stakeholder contacts, and engagement activities are current.

Prepare periodic Partnership Pipeline Reports summarizing new and ongoing engagements, next steps, and coordination needs.

Support the formation and coordination of Joint Coordination Committees (JCCs) under each signed MOU, including agenda preparation, minutes, and action follow-up.

MOU Management and Implementation

Track the implementation of signed MOUs, supporting preparation of Joint Action Plans, activity schedules, and quarterly updates.

Maintain the MOU Dashboard and support reporting on performance indicators such as the number of MOUs operationalized, and joint initiatives completed.

Coordinate inputs for Quarterly MOU Progress Briefs and ensure outputs are shared with relevant ministries and directorates.

Support development of standardized templates, toolkits, and reporting formats for MOU lifecycle management.

Grant and Proposal Writing

Identify potential funding agencies and strategic partners for project financing.

Develop high-quality grant proposals, concept notes, and funding applications aligned with organizational goals and donor requirements.

Review and edit proposals to ensure clarity, consistency, and compliance with development guidelines.

Grant and proposal writing skills, including preparing concept notes, funding applications, and donor reports.

Monitor DFI calls for proposals, deadlines, and submission requirements. Maintain a database of funding opportunities and submitted proposals.

Track proposal status and provide timely updates to management.

Conduct post-award follow-up, ensuring grant compliance, reporting, and proper documentation.

Sector Forums and Events Coordination

Assist in organizing SDRB’s forums.

Draft forum concept notes, prepare participant lists, and manage communication and logistics in coordination with ministries and development partners.

Compile Post-Event Action Briefs and ensure follow-up activities are integrated into partnership plans.

Data Management and Reporting

Update the Partnership Dashboard and create visual summaries for management and donor briefings. Track progress on the Partnership Performance Indicators

Support preparation of Quarterly Partnership Performance Reports and SDRB’s internal coordination notes.

Maintain the institutional Stakeholder Matrix and Outreach Tracker in coordination with the research and M&E units.

Knowledge, Communication & Visibility

Draft summaries, and partnership updates for publication or distribution to partners.

Support preparation of the SDRB Partnership Brief and monthly updates to senior management.

Document success stories, lessons learned, and partnership highlights to strengthen institutional learning.

QUALIFICATIONS AND SKILLS REQUIRED

Education:

Bachelor’s degree in Development Studies, Social sciences, Business Administration, Economics, Public Policy, or a related field.

Master’s degree is an advantage.

Skills Required:

Ability to manage multiple workstreams, ensure timely deliverables, and coordinate across directorates.

Skilled in using Excel, Airtable, or CRM platforms for partnership tracking and progress dashboards. Excellent written and verbal communication in Somali and English; strong briefing and presentation skills.

Ability to engage with ministries, donors, private sector actors, and CSOs professionally. Strong attention to detail.

Comfortable in dynamic environments and capable of supporting strategic shifts.

EXPERIENCE:

3-5 years of experience in project or partnership coordination, preferably in development finance, donor programs, or government institutions.

Proven experience supporting implementation and coordination of multi-stakeholder programs. Familiarity with Somalia’s public sector and development partner ecosystem.
