Title: Partnership Coordinator – Somali National

TITLE: Partnership Coordinator
TEAM/PROGRAMME: PDQ
LOCATION: Hargeisa
GRADE: 3
CONTRACT LENGTH: 12th Months
CHILD SAFEGUARDING: (select only one)
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The partnership coordinator will lead support in building robust relationship with key governmental and CSO/CBO stakeholders who have influence or interest on SCI programmes in Somaliland. The coordinator will implement SC Somaliland localization projects/activities, coordinate partner capacity assessment and capacity strengthening, check compliance with SCI’S partnership policies and procedures with the Award team. The partnership coordinator will engage with local partners in Somaliland programs and support the implementation of the localization strategy 2022-2024. The overall aim of the partnership coordinator is to contribute to SCI’s Partnership Principles of value driven and empowering relationships, transparency, accountability and mutual benefit, and ensuring quality programme implementation with partners through a systematic operational partnership approach guided by SCI’s Partnership Framework and SCI’s Humanitarian principles.
One key aspect of the role is ensuring capability building, mentoring and coaching of operations and technical team on smooth stakeholders’ engagement, maintaining health relationship and building public trust toward SCI services and programmes.
The successful candidate will work closely with: i) relevant programme/project Managers, who are responsible for all aspects of program implementation; in addition to ii) ACCM and CRG team for advocacy related activities and CSO capacity strengthening ii) relevant department in particular Awards, Monitiring and evaluation accountability livelihood (MEAL), and Programme development and Quality (PDQ) and Partnership Advisors for strategic partnership development, partner mapping, and policy and strategy development on Localization and Partnership

Role Dimensions: Save the Children operates across all zones in Somaliland and currently has three offices and staff over 160.
KEY AREAS OF ACCOUNTABILITY:
Overall Responsibilities
- Implementation of localization projects and activities with support of partnership advisor
- Contribute partner mapping and scoping for SC programs and strategic engagements.
- Support implementation of localization strategy 2022-2024 and localization action plans
- Support partners capacity development which may include coordination, training, mentoring, field trips, exchange visits, SCI staff seconded into partner etc.
- Support Partner monitoring, compliance and risk management for partners
- Monitor and check partners (Government and local NGO) capacity and develop comprehensive capacity strengthening for partners with support of SC Partnership advisor.
- Ensure that the partners receive adequate support on finance, logistics, HR, reporting and other organisational requirements.
- To work at all times to build a close, two-way working relationship where partners are respected, listened to and supported and to create an open channel to discuss challenges and constraints as they arise.
- Contribute documenting learning and best precise of localization and partners.
- Support building trust and confidence of the concerned stakeholders by managing government & community expectations while operating with utmost integrity, maintaining SCI values and being dependable.
- Support the AR, DAR and the ASMT and will closely work with the area team to negotiate with concerned state and non-state actors for humanitarian access and smooth programme implementations.
Programme Management & delivery:
- Ensure that partner projects, SC localization projects are implemented in line with SCI and donor rules and regulations.
- Support ways of working with partners and build partners capacity in programme cycle management.
- Provide support to programme Coordinators and partners at the field level to trouble-shoot issues affecting programme delivery.
- Responsible Work with Programme Coordinators/ managers and budget holders to ensure early communication to CO for any project amendments, extensions etc and support the development of these requests with the partners.
- Provide additional support, where necessary, to the programme Coordinators/ Managers to help ensure that partner projects are implemented on time and to budget.
- Work with field teams and partnership advisor to review project partnerships including partner-led implementation progress.
Capacity strengthening
- Provide ongoing technical support to SCI Somaliland’s local partners in the area of organizational development and SCI Somaliland’s integrated program approach.
- Contribute development and implementation of appropriate partnership and capacity buildings modules and tools.
- Support the development and implementation of comprehensive capacity building plans for partners and subsequent reporting of results achieved.
Coordination (Internal and External)
- Working in close collaboration with relevant team and programme Managers/coordinators,
- Support building trust and confidence of the concerned stakeholders by managing government & community expectations while operating with utmost integrity, maintaining SCI values and being dependable.
- Support the AR, DAR and the ASMT and will closely work with the area team to negotiate with concerned state and non-state actors for humanitarian access and smooth programme implementations
- Support proposal design and review processes to ensure that partnership and capacity building strategies are in alignment with program guidelines and standards;
- support organising an annual partnership workshop, coordinating with relevant teams.
- Collaborate with the partnership advisor and MEAL team to support the assessment and implementation of the MEAL programme as designed for local partners.
- Collaborate with finance and programme teams to support the tracking and submission of partner’s finance reports with relevant supporting documents; and
- Work and coordinate with NGO fora towards a greater voice for NNGOs in the humanitarian system (capacity strengthening NGO, coordination, and advocacy)

Skills and Qualifications
- Bachelor or higher degree in social sciences or relevant field
EXPERIENCE AND SKILLS
- 5 years of demonstrated experience in partnership, awards, and Finance.
- Experience and expertise in humanitarian context
- Experience in capacity development and/or organisational development
- Strong interpersonal communication and facilitation skills
- Very good coaching, mentoring and team building abilities.
- Excellent English and Arabic language skills
- Strong written and oral communication skills
- Ability to work in a team and contribute to a positive working environment.
- Capacity to work in a fast-paced environment and produce results under challenging conditions.
- Willingness to work in a challenging security environment.
Desirable:
- A very good understanding of Localization, partnership managements and government engagements
- Experience working in local/national NGO, UN, and Government.
