  1. BACKGROUND OF THE PROJECT

The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, is implementing the Improving Healthcare Services in Somalia under the “Damal Caafimaad” Project, with financing from the International Development Association (IDA) of the World Bank Group. The four-year project will contribute to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage of essential health and nutrition services in project areas and strengthen the stewardship of the Ministries of Health in Somalia. The Damal Caafimaad Project, funded by the World Bank, has three key components: (i) Expanding the coverage of a prioritized EPHS in selected geographic areas;

  • Strengthening Government’s stewardship to enhance service delivery; and (iii) Project

Management, M&E, Knowledge Management, and Learning. The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in project target regions within available resources and service delivery capacity, and also aims to develop the Federal and State Ministries’ of Health capacity to act as stewards of the health sector.

The Security Advisor position will be a senior full-time contracted staff position, assigned to the Project Coordination and Implementation Unit (PCIU) of the Federal Ministry of Health of Somalia. In close cooperation with IP security focal points across the Project geography, the Security Advisor will be responsible for assessing and managing potential social risks and impacts arising from the Project, including threats to human security through personal, communal or interstate conflict, as well as more general crime and violence.

The Ministry of Health and Human Services is seeking to use a portion of the Damal Caafimaad to finance the recruitment of a Security Advisor.

  1. SCOPE OF WORK AND RESPONSIBILITIES

The Security Advisor will report to the Senior Programme Coordinator of the PCIU and will collaborate closely and assume a leadership role on security management issues with (i) the security risk management company; (ii) all INGO Security Focal Points; (iii) the Environmental and Social Safeguards team in the PCIU; (iv) all FMS Project Management.

Teams (PMTs), state-level Ministries of Health, Departments and Agencies (MDAs); and the World Bank Security Consultant. The Security Advisor shall among others;

  • Support the PCIU in overseeing the Project and Regional Security Risk Assessments (SecRA) and Project and Regional Security Management Plans (SecMP) tasks of an internationally accredited Security Risk Management Company;
  • Ensure the qualitative functionality of all Project and Regional site-specific SecRA and SecMP, including iterative development of all Project risk tables and SecMPs in line with the requirements of the Project SecMP and the Project Stakeholder Engagment Plan (SEP);
  • Provide extensive on-boarding briefings to all IPs/NGOs, ensuring that these organisations provide adequate security briefings to their respective Project Workers, beneficiaries and other stakeholders;
  • Develop and manage a daily security information briefing to PCIU, MDA and all project NGO/ IP – typically a summary of key security developments in localized areas: see INSO format;
  • Monitor the implementation of SecMPs by implementing partners and PMTs;
  • Ensure that the Security Risk Management Company conforms its implementation activities with the provisions of the World Bank’s Environmental and Social Standard 2 (ESS 2) on Labor and Working Conditions and ESS4 on Community Health and Safety, in close cooperation with the PCIU Environmental and Social Safeguards Team;
  • Ensure the internal reporting for all relevant security incidents within the project, logging these in a traceable manner for security audit purposes (all incidents must be reported by the PCIU Coordinator to the World Bank Task Team Leader within five days);
  • Ensure and maintain adequate networking with other risk management entities, including military and security forces, the UN and INSO, on security risk management and related developments; and S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following www.mof.gov.so or can be provided upon submission of application (in person or by E-mail to the address in paragraph 7.1 below).

3 SELECTION CRITERIA

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies:

To the extent possible, the Security Advisor will possess the following qualifications:

  • Relevant university degree or higher education;
  • Minimum of 8 years of relevant working experience in the security sector, security risk management or similar fields;
  • A minimum of five years operational field experience in Somalia;
  • Ability to travel widely in Somalia to Regional Project sites;
  • Proven ability to work simultaneously at the FMS and Federal levels of Government;
  • Demonstrated Team Leadership experience;
  • Demonstrated experience in analyzing and reporting security risks and developing security planning fort large-scale field operations;
  • Experience in providing security risk management training and individual development programmes;
  • Experience and understanding of ISO 31000, Risk Management – Principles and Guidelines;
  • Strong inter-personal skills and ability to work within and build a team environment, excellent communication and negotiation skills, ability to work effectively and harmoniously within a diverse work environment;
  • Excellent computer skills, including website content management; and
  • Excellent command of Somali and English language (oral and written).
  1. REPORTING

The Security Advisor will report to the Senior Programme Coordinator of the PCIU in the Federal Ministry of Health and work in close collaboration with PCIU staff and liaise with the World Bank team.

  1. DURATION OF ASSIGNMENT:

The Security Advisor will be engaged on a part-time basis and is expected to commence the assignment on 14th October 2021 for an initial period of 12 months, with a probation period of 6 months. The contract shall be renewed annually subject to satisfactory performance.

  1. DUTY STATION

The Security Advisor will be based in the PCIU within the Federal Ministry of Health and will include travel to field site locations. The duty station is Ministry of Health in Mogadishu, Somalia.

  1. SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
