OXFAM PURPOSE: To work with others to find lasting solutions to overcome poverty and suffering.

TEAM PURPOSE: To provide technical support to Oxfam’s humanitarian responses in order to meet the urgent basic WASH need services that include increasing PHP awareness

JOB PURPOSE: To work closely with Oxfam project target areas (villages) in Somaliland by providing support to communities, select and capacity building of CHV’s/CHM’s to encourage good hygiene practices amongst communities.

BACKGROUND: The humanitarian situation in Somalia continues to be fragile in 2018. The longstanding humanitarian crisis has in 2016 and 2017 been aggravated by the impact of four consecutive poor rainy seasons, including in conflict-affected areas, triggering large-scale new displacement and increasing protection concerns. The Humanitarian Needs overview of 2018 confirms that the humanitarian needs have grown and are increasingly severe, with a significant increase in number of people in need of assistance, up by 33 per cent over two years from 4.6 million in late 2015 to 6.2 million in late 2017. The percentage of those in need who are in Crisis and Emergency, (Phases 3 and 4), has increased from 20 per cent in late 2015 to 50 per cent in late 2017. Appeals for support for the drought affected communities have been made by the National Disaster Preparedness and Food Reserve Authority in January 2018, in their drought declaration statement.

DIMENSIONS:

Managing/ supervising resources within defined boundaries or a specialist area, which may include people, assets and/or budgets.

Providing professional advice to project officer/managers on areas of work covered in their remit.

Provide capacity building support for CHV’s/CHMs.

Develops solutions to diverse and complex problems within organisational policy.

Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope.

Reactive work requires common sense to make judgments about basic adjustments to own routine but also contributes to improvement of programme’s services, procedures and systems.

Impact mainly with own team or within local context. Planning usually short-term. Occasionally need to influence own team and /or partners or local community.

Manages moderate amounts of cash and/or equipment.

Some supervision of contractors / partners /volunteers/ other employees / small projects/processes.

Communicates widely within the unit or department, with some wider Oxfam contacts and/or external contacts within a defined area.

Implement and supervise the Public Health Promotion activities in the project area in interactive and participatory manner;

Under the guidance of the Senior PHP officer and PHP Officer, take part in water, sanitation and hygiene need assessments;

Capacity build volunteers through trainings including WASH App, monitor progress of the remote trainings and provide support to the volunteers.

Responsible for distribution activities, including identification of goods and materials, registration of beneficiaries and distribution of items to target communities;

Work with the community and local administration to ensure that the health promotion needs of the population are met;

Manage mobilization of the community to promote hygiene practices, public sanitation, with more emphasis on monitoring latrine use, water collection/storage, environmental sanitation and hand washing practices;

Co–facilitate community problem identification, planning (formulation of action plans, MOUs, hand over), implementation of community activities, participatory monitoring and evaluation, using community mobilization and sensitization techniques;

Work closely with the rural utility, community based institutions (such as WASH Co), community health volunteers, and local level government officials, to undertake community (men, women, children) mobilization and capacity building on quality WASH services;

Undertake field visits to supervise and assist in the implementation of the activities and take appropriate measures to tackle operation problems affecting the implementation processes and quality of the intervention;

Ensure that work is carried out in a way that is sensitive to the IDP community needs and gender issues, in particular, to promote the full and equal participation of women in all aspect of the work and to ensure that Oxfam’s programme is an opportunity for community cohesion and harmony rather than division;

Provide inputs and participate in the collection, compilation of weekly, monthly and project end reports where necessary, relating to the progress made on WASH, with focus on objectives, obstacles and possible solutions, together with future plans and recommendations;

Take part in training delivery at community level – including women’s groups and Child to Child activities etc.;

Collaborate with other Buroa office WASH team members, livelihood and MEAL colleagues to support the development of creative and holistic approaches to WASH programming;

Undertake collection of water sampling for water quality testing in all project areas;

Depending on the situation, the post holder may be asked to perform other tasks as requested by the supervisor.

SKILLS AND COMPETENCIES

Relevant qualification such as Degree/ Diploma in public health / social sciences from a recognized academic institution. Appropriate, relevant and comprehensive experience in the field of WASH may substitute for the formal qualifications and not vice versa

1-2 year of post-qualification experience in undertaking community based Public Health Promotion projects within the pastoralist communities.

Knowledge of public health, community engagement and other relevant areas (e.g. health promotion, community development, education, community water supply).

Experience and understanding of social mobilisation in relation to water and sanitation activities, specifically with the Ability to engage with communities, local authorities, community leaders and grassroot groups to participate in actions/efforts to prevent/ control water born diseases

Relevant qualification such as Degree/ Diploma in public health / environment from a

Demonstrated hands on expertise of various techniques of hygiene promotion and AWD preparedness / response

Excellent command over Somali language (both written and spoken)

Reasonably good command over English.

Be willing to live and work in remote field conditions or locations with minimal camping requirements.

Be a team player and facilitate activity implementation to be undertaken within the agreed periods and timeframe.

Be innovative and able to work under minimum supervision.

Experience in working with local partners including government authorities, NGOs, community-based organizations

Demonstrable experience of integrating gender and diversity into emergency response programmes and longer-term strategies.

Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of different cultural contexts.

The position will be based in Burao but will require the staff to be roving when necessary during emergencies. It is expected that the staff will be travelling to field for at least 80% of the programme duration.
