Background

The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization founded in April 1963 and was established with presidential decree No. 187 in 1965. The ICRC then recognized it in 1969 and became a member of the International Federation of the Red Cross and Red Crescent Societies in the same year.

Overall Job Purpose

The PMER officer will contribute in the preparation of an M&E implementation and progressive establishment of an M&E system within the SRCS Programs. The post holder will support the PMER manager  in all matters related to Monitoring, Evaluation and Reporting.

This includes, assisting drafting an M&E plan, regular update on assigned project reports, collection, analysis and assisting production of reports. Provide progressive reports, assist quarterly and prepare the disaggregated data for assigned projects. Support Contact branch CEA focal points and collect community engagement and accountability reports.

Job Duties and Responsibilities:

Program / project monitoring

  • Support the PMERL manager in planning, design, implementation, monitoring and evaluation of the SRCS programs in line with PPP project Results Framework and the ME Minimum Standard indicators.
  • Assist Drafting monitoring tools and collect quality data in project level in collaboration with PMERL manager
  • Responsible archive for all data and documents including monitoring reports and program reports.
  • Submit weekly deliverable to the PMERL manager and seek approval.
  • Support and and contribute monthly, quarterly and annually monitoring reports
  • Provide technical assistance to Monitoring and evaluation exercises for ongoing and ending projects.
  • Work with PMERL to ensure dissemination of lessons and best practice in SRCS programs
  • Support PMERL and program team to steer the development of the project monitoring and evaluation framework and ensuring that M&E Plans are developed and closely followed up with partners.
  • Conduct real time monitoring and analysis of the operating environment, suggesting quick readjustments of the programming activity.
  • Support PMER team for data collection, cleaning, analysis and aggregation, periodic review and verification of the data.
  • Under the supervision of PMERL update on the SRCS accountability system that includes a feedback/complaint response mechanism; in line with SRCS complaint response mechanism policies and guidelines.
  • Continuously update beneficiary database
  • Contribute Technically support to program section and branches to ensure that monitoring system are in place and key annual program indicators are tracked, analyzed and reported.
  • Conduct data validation and verification exercises, including site visits and document reviews to ensure that program reporting are accurate and credible.
  • With the Notification of PMERL manager collect reports from the different departments in the coordination.
  • Assist national society CEA institutionalization
  • Take note all meeting at coordination level and draft meeting minutes

Educational Qualifications & Professional Training

Education

·         Degree of statistical science, Monitoring and Evaluation or any equivalent professional in Social Sciences.

·         2 years’ experience working in PMER

·         Experience working in an emergency response context

·         Background in data collection, management, analysis and presentation methods and tools, and ability to set up systems and procedures for reliable data collection and management.

Professional Training

·         Research, Data analysis and cleaning.

·         Monitoring and evaluation

·         Professional report writing

·         Knowledge of digital data platforms: KOBO, ONA, STATA and EXCELL ANALYSIS

·         Proposal development

Language Requirement

Demonstrate proficiency in Somali and English languages

Relevant Experience

ü  Minimum 2 years relevant experience in a humanitarian or development organization.

ü  At least 2 years in good management with experience in public/community health, finance and human resources, including results based management, monitoring and evaluation as well as experience in conducting needs assessments and program monitoring.
