TITLE: Private Sector Engagement Specialist

Project Background:

The USAID/Somalia Market-Based Resilience for Marginalized Populations (MB-RMP) activity (the Activity) will build social, economic and climate resilience in Somalia, including by promoting and facilitating drought-resistant agriculture, livelihood diversification for rural and urban households, and robust private sector engagement (PSE) that helps expand inclusive economic opportunities for marginalized groups. MB-RMP will provide targeted technical support and capacity-building to strengthen resilience to climatic shocks for agriculture systems, increase the capacity of the private sector to integrate and supply opportunity to urban migrants and internally displaced persons (IDPs), and increase access to finance and domestic remittances among marginalized citizens, households, and businesses.

Position Summary:

The PSE Specialist is responsible for MB-RMP’s activities oriented toward mobilizing and leveraging outside resources and increasing Activity impact by partnering with multiple players across Somalia’s private sector, including both local and multinational market actors both formal and informal enterprises. The PSE Specialist will work closely with private sector associations and enterprises relevant to MB-RMP’s Geographic Focal Zone (GFZ) to catalyze reforms that increase the economic inclusion and resilience of marginalized groups, taking a “making markets work for the poor” approach.1 The PSE specialist will work in concert with all MB-RMP technical leaders to identify opportunities for partner coordination on an ongoing basis and throughout the lifetime of the Activity. The PSE Specialist will identify opportunities that promote and leverage resources – both financial and in-kind – from outside partners that further the impact and sustainability of the Activity.

Duties and Responsibilities:

  • In close consultation with senior managers across MB-RMP, manage and lead all Activity PSE initiatives, including those related to mobilizing private investment that supports economic opportunity for marginalized groups.
  • Lead and coordinate analysis and identification of PSE opportunities and develop programmatic strategies relevant to marginalized communities across the GFZ.
  • Support design, implementation, and reporting of workplan activities related to PSE, with particular focus on strengthening economic agency of marginalized groups and inclusive economic opportunity.
  • Provide management and technical leadership with respect to developing private-sector partnerships that can (a) tangibly help marginalized citizens overcome entrenched barriers to economic participation and success; and (b) strengthen access to finance (including value-chain finance) and other capital among marginalized groups.
  • Develop and maintain relationships with government agencies and private sector groups – including national and regional economic development agencies, economic though-leaders, chambers of commerce, sector associations, women’s business groups, training and academic institutions, and others – which themselves have an interest in promoting broad-based private sector development that supports marginalized communities.
  • Work across technical divisions (including those dedicated to climate-resilient agriculture, economic agency and inclusion, and economic empowerment of IDPs) and grant-management teams to ensure achievement of program and workplan targets in a holistic way.
  • Lead stakeholder capacity-building initiatives on private sector engagement in sectors of particular interest to marginalized communities (ie energy, climate-resilient crops, fisheries, etc.), value-chain finance, and other relevant topics.
  • Support private sector advocacy in favor of laws and regulations relevant to supporting enterprise development among marginalized groups and de-risking Somalia’s environment for domestic and international investments.
  • Coordinate and oversee the preparation of contractual reports and communication pieces
  • Provide programmatic and substantive expertise on issues and hold substantive discussions with the representatives of other institutions.
  • Represent MB-RMP, as appropriate, at relevant international and national meetings.
  • Other tasks as assigned by the Team Leader’s supervisor.

Skills and Qualifications

Education and certifications:

  • Advanced degree in business, economics, sector-related development, or a related field preferred.

Key Position Competencies and Experience:

  • Minimum of (8) years’ professional experience, including direct experience working in the private sector and/or implementing complex development programs in the field of market systems or private-sector development.
  • Thorough understanding of gender and social inclusion issues that create barriers to the establishment, growth, and sustainability of enterprises owned and operated by members of marginalized groups.
  • Strong networks and relationships across Somalia’s private sector.
  • Strong networks and relationships within Somalia’s community of investors, including the Somali diaspora.
  • An unblemished record of integrity.
  • Proficiency in program design, work-planning, activity implementation, and monitoring and evaluation approaches relevant to MB-RMP.
  • Ability to manage a team of experts, sometimes remotely and in difficult operating environments, to achieve project goals.
  • Demonstrated experience collaborating with the private sector and government agencies to achieve programmatic results.
  • Experience with adaptive management approaches.
  • Ability to coordinate activity implementation with other technical components and grants teams to achieve project and workplan targets/objectives.
  • Personnel and resource management, coordination, and decision-making skills, along with an ability to troubleshoot.
  • Demonstrated leadership, flexibility, and resourcefulness.
  • Strong facilitation, communication, and collaboration skills.
  • A record of innovation with respect to development finance and PSE services, tools, and approaches (preferred).
