TITLE: Procurement and Logistics Manager

SUPERVISOR: Grants and Compliance Manager

Project Background:

The USAID/Somalia Market-Based Resilience for Marginalized Populations (MB-RMP) activity will work with the Somali government and people to ensure drought resistant agriculture and livelihood diversification for rural and urban households, as well as robust private sector engagement for inclusive economic opportunities for marginalized groups. More specifically, MB-RMP will provide targeted technical support and capacity building to strengthen resilience to climatic shocks for agriculture systems, increase the capacity of the private sector to include urban migrants and displaced persons, and increase marginalized households’/businesses’ access to finance and domestic remittances.

Position Summary:

The Procurements and Logistics Manager (PLM) is responsible for efficient management of procurement and logistics functions of the MB-RMP program. The PLM will manage procurement and delivery of goods and services, ensuring effective and timely implementation of program activities and seamless logistics for programs and operations in Somalia in accordance with USAID rules and regulations and DT Global policies and procedures.

Duties and Responsibilities:

  • Responsible for overseeing the procurement department and ensuring its proper functioning according to USAID and DT Global policies and procedures, as well as Somali legislation.
  • Ensure full and transparent documentation covering the entire procurement process.
  • Review documentation at each phase of the procurement process, approving solicitation and evaluation documents as applicable,
  • Determine solicitation mechanisms for procurements and conducting Best Value and Lowest Cost procurements as applicable.
  • Establishing and maintaining of blanket purchase agreements and task orders issued under them
  • Manage construction procurements as per USAID rules and regulations.
  • Oversee procurement activities for program activities and operations, including but not limited to determining procurement requirements, identifying appropriate procurement mechanisms, verifying processes, inspecting goods or verifying services, and monitoring the use and disposition of goods.
  • Respond to procurement requests from the program staff related to supplies, materials, and other items for program beneficiaries and activities.
  • Manage tendering processes including Requests for Quotes, Requests for Proposals, Requests for Information, and others Market survey tools as per USAID and DT Global rules and regulations,
  • Oversee bid committees, participating in evaluations where necessary, and ensuring proper documentation of vendor selections.
  • Ensure development and maintenance of a database of good, reliable suppliers for different categories of supplies, services, and goods, as well as up to date market surveys.
  • Maintain procurement trackers for all contracting mechanisms that shall be integrated and periodically reconciled and are to support efficient and timely responses to RFIs, required vendor/procurement audit lists, and providing data for procurement analysis, including sorting by vendor, procurement category, financial cycles and dates, and contracting mechanisms.
  • Ensure the upkeep of a proper procurement filing system for bids and tenders.
  • Inform senior management of all market developments and procurement issues in a timely manner.
  • Implement an internal control system which ensures that call contracts (including purchase orders, BPAs) are duly prepared and dispatched.
  • Ensure timely corrective actions on contracts with budget check errors and other problems.
  • Manage the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
  • Provide internal training to the Procurement team and other staff engaged with procurement systems.
  • Respond to any queries submitted by the field offices with regards to compliance with DT Global and USAID policies.
  • Provide DT Global staff with guidelines and policies to effectively manage and drive procurement.
  • Oversee staff responsible the delivery of items and verify the completion of Goods Received Notes, storage of items and transfer of items to field sites and beneficiaries.
  • Review status reports on deliveries and receipt of supplies.
  • Ensure all relevant documents and transit and goods insurance coverage are obtained for road and air cargo movements before start of transportation.
  • Recommend optimal transportation modes and routing for delivery of goods to the field sites.
  • Manage staff overseeing cargo shipments, collaborating with the operations or program teams as necessary to ensure prompt and cost effective shipments to program activities or sub-offices.
  • Ensure effective coordination of goods being dispatched and have organized loaders, storage, and transportation for items being delivered.
  • Any other tasks as assigned by your supervisor or Chief of Party.
  • Other tasks as assigned by supervisor.

Skills and Qualifications

Education and certifications:

  • University degree in business administration, supply chain management / procurement, finance, or related field required.

Key Position Competencies and Experience:

  • At least seven (7) years of progressive experience in procurement with an International Implementing Partner or Non-Governmental Organization, including at two (2) years at management level.
  • Prior experience working on USAID-funded projects, including demonstrated current knowledge of USAID rules and regulations.
  • Demonstrated experience and knowledge with procurement internationally and from within and throughout Somalia.
  • Proficiency in Microsoft Office programs, namely Word, Excel, and Outlook, as well as experience with procurement management software systems.
  • Experience in developing procurement management tools, and designing procurement systems at an organization level.
  • Experience training and mentoring staff.
  • Demonstrated procurement management, planning and communication skills.
  • Effective written and oral communication as well as interpersonal skills.
  • Demonstrated problem solving and analytical skills, ability to work under deadlines, and good judgement.
  • Be proactive, have strong prioritization skills, and ability to work in a diverse, multi-cultural environment.
  • Possess demonstrated leadership skills, humility, and self-awareness.
  • Spoken and Written fluency in English and Somali.
