Reports to the: Senior Procurement Management Specialist

Employment Duration: 12 Months

PSI seeks an experienced, dynamic, and innovation-driven “Procurement management Specialist” to work with the two FMS (Puntland, Galmudug) and the FGS-MOH (Benadir region) in their role of delivering the FHW program in their respective geographies. This is a one-year program that aims to strengthen the delivery of high impact community- based primary health care services and build capacity of implementing governments. This position is subject to project award and funding.

Your Contributions:

You will work closely with the Puntland Government and Senior Procurement Specialist to ensure timely planning, execution of procurement services for the Female Health Program. You will take the lead in providing capacity building to counterpart in the ministry of health.

Minimum qualification and professional experiences required:

A Master’s degree in Public Procurement Management or other relevant disciplines

(e.g., Public or Business Administration, Health Administration, etc. with a minimum of

5 years’ experience in public procurement and contract management; OR First degree in Public Procurement Management or other relevant disciplines (e.g., Engineering, Public or Business Administration, etc. with a minimum of 10 years’ experience in public procurement and contract management

At least 3 years’ contract management experience in projects under World Bank or international financial institution funding

Fluency in Somali is required.

Experience in developing contract management tools, guidelines, and manuals

Demonstrated experience successfully implementing a variety of individual and organizational capacity development approaches for procurement to develop long-term capacity improvements.

Prior procurement experience with a World Bank funded project or public sector institution in Somalia other countries with demonstrated knowledge of procurement guidelines, procedures and policies of the World Bank will be an added advantage.

Experience developing capacity of stakeholders on procurement and related issues.

Ability to provide oversight provision to procurement and related issues.

Excellent knowledge and writing skills in the English and Somali language.

Excellent teamwork, communication, and facilitation skills

Willingness to be based within a remote country.
