Org. Setting and Reporting
This position is located in the Procurement Section of the United Nations Support Office in Somalia (UNSOS). The incumbent of the post will be based in Mogadishu. The Procurement Officer will report to the Unit Chief within the Procurement Section and will be responsible but not limited to the procurement related activities within UNSOS/UNSOM.
Within delegated authority, the Procurement Officer will be responsible for the following duties:
• Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions;
• Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle;
• Reviews procurement requests to ensure appropriateness of technical specifications and seek clarifications, if required;
• Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations;
• Makes recommendations for finalization of purchases and award of contracts;
• Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones;
• Participates in negotiations with senior supplier representatives;
• Approves and signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Senior Procurement Officers or to the Contracts Committees for review and subsequent approval by the authorized official;
• Conducts market research to keep abreast of market developments; research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services;
• Formulates strategies and design innovative solutions to resolve issues/conflicts for complex procurement projects;
• Identifies new technologies and products/services, evaluate and recommend potential supply sources and participate in the incorporation of research results into the procurement program;
• Oversees adherence to contractual agreements, recommend amendments and extensions of contracts, and advise concerned parties on contractual rights and obligations;
• Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, reports, etc.
• Provides guidance to, and may supervise, new/junior staff.

Uses time efficiently.
• Client Orientation: Considers all those to whom services are provided to be “clients ” and seeks to see things from clients’ point of view. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems. Keeps clients informed of progress or setbacks in projects. Meets timeline for delivery of products or services to client.
A high-school diploma or equivalent is required. A technical or vocational certificate in business or public administration, commerce, engineering, law or related fields is required. Other courses and training programs relating to the work is desirable. A diploma (level 4) from the Chartered Institute of Procurement and Supply (CIPS) is desirable.
A minimum of ten years of progressively responsible experience in procurement, contract management, administration or related area, of which at least three years of direct experience related to first-hand procurement and/or contracting experience. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level university degree.
Procurement experience working in a United Nations Common System field operation (inclusive of peacekeeping missions, Agencies, Funds and Programmes) or similar international organizations or non-governmental organization in a conflict or post-conflict setting is desirable.
Advanced knowledge and experience working with Enterprise Resource Planning (ERP) systems in the area of procurement modules will be considered as an advantage.
English and French are the working Languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Working knowledge of other UN official languages is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
• This position is temporarily available until 31 March 2022. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
