Overview of position
Our client is one of the major humanitarian & development actors in Somalia. they are the leading agency for 2 projects Danwadaag & Saameynta which aim at implementing durable solutions to conflict & climate induced displacement in Somalia.
The number of IDPs in Somalia has doubled to reach more than 3.8 million persons living in 2,774 sites & settlements, exacerbating Somalia’s dramatic demographic shift from a rural to a predominantly urbanized country.
Through government led inclusive community planning processes & collective efforts for recovery focused on the most vulnerable, their matching grants enables & incentivizes joint investment in public goods, services & infrastructure to promote inclusive ownership & operational sustainability.
Role objectives
Under the direct supervision of the National Program Officer in Baidoa the Program Assistant will be responsible & accountable to:
- Implement community based planning at the field level in accordance with our clients processes & polices.
- Training co facilitators, DPIUs / CPIUs (district project implementation unit & community project implementation unit) & representatives from other stakeholders including the local authorities.
- Support the development of community action plan books from community led consultation processes at the district level in coordination with the co facilitation team.
- The first draft to be written in Somali & translated into English, both copies will be available for presentation & printing for record.
- Take lead on all the ground work on the field implementation of matching grant activities based on the community based planning & matching grant manual, in coordination with local authorities & communities including, but not limited to, awareness raising within communities & government authorities, providing support on fundraising to the communities, assisting communities on opening bank accounts & linking with online platform, support on procurement processes & implementation & monitoring of community priorities.
- Work closely with resource management unit for the implementation of the matching grant activities including joint procurement training & procurement processes, as well as payment processes of vendors to facilitate smooth implementation.
- Participate in information & awareness raising sessions with relevant government ministries, local authorities, communities & government authorities on community based planning & the matching grant approach.
- Lead the formation of the district / commmunty project implementation unit build capacity of the co facilitation team from the community and the DPIU / CPIU on implementation of community based planning & matching grant approach.
- Assist the community fundraise for the selected projects for implementation on the matching grant. Help them map out the possible resource for fundraising.
- Collect data & information from the target community for participating all activities.
- Responsible for the timely & quality compilation of data collected from the beneficiaries & effective data storage.
- Prepare daily, weekly & monthly reports & share with the Project Officer.
- Take good care of all assigned assets, including computers & communication equipment.
- Fully adhere to our clients procedures for security, financial management, logistics, human resources & administration.
- Uphold our clients code of conduct.
- Maintain good cooperation with our client, the community & the local authorities & other partners in joint or supplementary implementation areas.
- Any other tasks requested by the National Program Officer.
Project reporting
- This role works under the direct supervision of the National Program Officer.
Key competencies
- Experience in local fund raising from local communities, diaspora, community driven development initiatives conflict resolution, protection or / & natural resource management.
- Experience in our clients administrative procedures.
- Previous work experience in coordinating with local & state government authorities, UN agencies & civil society organizations.
- Demonstrated knowledge in conflict resolution & peacebuilding concepts.
- Demonstrated good knowledge of information technology in Microsoft Office applications especially Excel, Word & PowerPoint.
- Good teamwork, ability to work independently, effective communication & presentation skills.
- Ability to conduct training & impart knowledge effectively.
- Skills in information monitoring, analysis & synthesis.
