Job Description

Job Title: Program Coordinator

Reports to: Program Director

Direct reports to him/her: Field Coordinators Project Coordinators and program staff

Job Location: SHACDO Head Office, Afgoye town, Lower Shabelle, SWS, Somalia

Contract Details: One year contract with three months probation and possible renewal on annual basis

Job Purpose:

Under the direct supervision and guidance of the Program  Coordinator is responsible for overall coordination and management of SHACDO programs.  (Day day supervision and Coordination of the  program and the staff and ensures that all tasks are carried out in line with  SHACDO, partners and donor procedures. The Program Coordinator will also be responsible for ensuring timely implementation of the projects  and in accordance with  standards. The Program Coordinator will also be responsible to ensuring the projects  achieve  the specified project results  and goals in most efficient and effective manner. Furthermore, The program coordinator is required to compile program reports and other correspondences with the different stakeholders. He/she will also lead and coordinate MEAL data collections and  assessments and development of concept notes and proposals.

Core functions:

·         To support overall project coordination  and ensure the day-to-day implementation of SHACDO  program  working under the  Program Director.

·         Represent SHACDO (in absence of the Program Director) in  government , donors  International agencies’  meetings and other technical and coordination forums.

·         Ensure programs are managed in line with program proposals, approved budgets and timelines and provide technical advice, direction and support to program staff.

·         Prepare regular monthly projects reports and updates and yearly organizational reports on program activities and the general situation for SHACDO programs to donors as well as other stakeholders

·         The programme coordinator is responsible for applying established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to all ongoing projects and programmes.

·         Monitor the effectiveness and results of the program and plan adjustments. Ensured programmes and projects are well designed using result-based management approach with clearly defined measurable outputs and outcomes

·         Coordinate and develop  situation and need assessments  on the current humanitarian situation in SHACDO target and non target areas as per need arises

·         Develop and prepare concept notes and project proposals based on the emergency assessment outcomes and donor and submit to the program director for further input .

·         Produce articles, briefings, newsletters, press releases, short human interest stories, photographs, and other publication materials about SHACDO activities to a wide variety of media including local and external media by consulting with the program director.

·         Coordinate and support SHACDO to improve monitoring, evaluation and reporting systems.

·         Support Program Director maintaining SHACDO organizational policies and records  and also  act as the liaison officer to  harmonize work   between  SHACDO Board of Directors the management.

·         Assist SHACDO Program Director  in all matters related to the day to day activities as well as development of concept notes, funding proposals and reports submitted to donors.

·         Encourage innovations and ensure that lessons learned are documented and shared and encourage application of such learning where appropriate.

Skills and Qualifications

Personal  qualification and skills:

·          Degree in developmental studies,  Business Administration or equivalent in relevant field

·          Substantial experience in humanitarian work with at least 2 years experience in a similar position, preferably within NGO sector

·          Substantial knowledge of program cycle  management  including  the budget preparation and monitoring

·           Good interpersonal public relations skills and demonstrated ability   to develop and maintain effective work relationships with various  stake holders including but not limited to the community, government,  SHACDO partners and donor staff

·          Ability to deal patiently and tactfully with people of different nationalities and cultural backgrounds

·          Ability to multi-task including strong facilitation, negotiation skills in an ever changing, dynamic environment

·          Competency in computer skills including MS Office.

·         Fluency in English and Somali

Accountability & Safeguarding

·         Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

·         work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

·         Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among program participants and communities.

·         Adhere to the standards of conduct outlined in the (1) Programme Participant Protection Policy and SHACDO’s Safe Guarding and Code of Conduct Policies.
