Introduction
The National Institute of Health (NIH) is the arm of Somalia’s Federal Ministry of Health and Human Services working towards building stronger response systems for future outbreaks and public health emergencies. The NIH is doing this through developing infrastructure, human resources, and institutional capacities. Embedded within the Ministry of Health and Human Services, the NIH serves as Somalia’s National Focal Point (NFP) of the International Health Regulations (IHR) 2005. As part of this Role, the institute is the coordinator and secretariat of the implementation process of the IHR 2005 and the National Action Plan for Health Security (NAPHS).
Whereby its mandate is to ensure effective prevention, detection, preparedness and response to outbreaks and other public health emergencies to achieve universal health coverage and in line with the Sustainable Development Goals, Agenda 2030 and the African Union Agenda 2063.

To reduce morbidity, mortality, disability, and socio-economic disruptions due to public health threats and emergencies.
Scope of the Assignment
The Program Development and Management Coordinator will be a key member of the National Institute of Health (NIH) management team and will work directly under the Executive Director of NIH. The primary responsibilities of this position include promoting high-quality programming, fund raising and sustainability plan as well as the expansion and external communication of the work done by the NIH in Somalia. The purpose of these efforts is to broaden the institution’s presence across the country and to increase national and sub-national ownership in order to provide sustainable support for the expansion of program activities.
Conditions: 12 months with a possible extension of 6 months. Based in Mogadishu.
Key responsibilities.
Program Development:
- Collaborate closely with the Executive Director of NIH Somalia and other technical coordinators to design and carry out program development plans that will allow NIH Somalia to accomplish its strategic goals, as outlined in the Strategic Operational Plan of NIH.
- Take the lead and be responsible for awareness raising of the importance of having a Somali National Public Health Institute (NPHI).
- Take the lead and be responsible for resource mobilization and national ownership of NIH in line with NIH strategic priorities.
- Take the lead and be responsible for the search for new and sustainable funding opportunities, so that existing programming can be expanded and new programming can be incorporated that is in line with NIH strategic priorities.
- A plan for awareness raising, resource mobilization and funding should be developed together with the Executive Director and the Technical Teams.
- Take the lead and be responsible to explore and develop a financial mechanism and structure for NIH whereby the government as well as donors can channel funds for NIH. The system must be aligned with the requirements of the Federal Ministry of Health and Human Services and should be in place by the end of this assignment.
- Establish, maintain and coordinate relationships and networks with relevant institutional and private sector donors as well as international and local organizations such as NGOs, multilateral organizations, academic institutions etc.
- Maintain communication with donor counterparts and through analysis of donor strategies, clarify the linkages that exist between NIH goals and donor strategies.
- Collaborate with the NIH technical coordinators in the process of developing and adapting programming ideas to support activities in all Member States.
- Create and standardize business development processes, as well as relevant templates, with the goals of maximizing productivity, streamlining administration, and preserving accountability for business development processes.
2. The Development of Proposals:
The coordinator will
- Be responsible for taking the lead in developing and writing proposals, with the assistance of the NIH Technical Teams. This will ensure that high-quality concept notes and proposals are developed and submitted.
- Develop strong proposals and concept notes and submit to identified donors. A minimum of three funding proposals is expected.
- Carry out routine desk reviews that are needed to inform proposal and concept development.
- Be responsible for keeping important deadlines and for the inclusion of all the required components of the funding proposal that are being developed, all the way through its submission.
- Be responsible for quality control of all the funding proposals, and when necessary, promptly request feedback from the Executive Director and the Technical Teams.
- Support the Executive Director NIH in raising awareness of the National Institute of Health in Somalia among relevant stakeholders, such as donors, national and local government partners, international and national NGOs, etc.
- Work closely with Public Health Agency Sweden and other partners in developing a long term strategic plan for the sustainability of NIH.
- Communication and Information Management:
- In collaboration with the Communication Officer, assist in the development and implementation of the National Institute of Health’s Somalia visibility and communication strategy and guidance.
- Coordinate with technical leads (capacity building, research and operations) to obtain high-quality footage and stories of NIH Somalia programming in order to support the communications goals of both NIH Somalia and donors.
- Assist the Technical Teams in putting the appropriate knowledge and information management systems in place so that the programme can maintain its high standard in terms of quality, communication, and reporting.
- Responsible for coordinating the gathering of all documentation and lessons learned.
- Collaborate closely with the technical units and executive director to determine the informational and communication needs of the organisation, as well as the donor visibility requirements.
- Any additional duties that may be outlined by the organization’s executive director.
Qualifications
- Education requirements include a master’s degree in a field related to development, such as international development, business development, or development studies, or a master’s degree in public health or equivalent.
Experience:
- At least 5 years of experience working in grants management and/or business development in a multi-sectoral and multi-donor funded programmes environment.
- Demonstrated a strong level of experience in donor reporting, along with very strong English writing and editing skills, as well as skills in critical analysis.
- Strong ability to communicate concisely and with impact.
- Should have excellent communication and working relationships with others.
- Proven ability to work in a fast-paced environment, manage multiple deadlines at once, and still meet all of them successfully.
- Demonstrated history of anticipatory identification and communicating potential problems and making suggestions for how to solve them.
- Must be able to function effectively in a complex work environment, including the ability to set appropriate priorities and effectively deal with competing priorities as well as pressure.
- A dedication to the goals, principles, and ideals upheld by the National Institute of Health.
Desirable
External relations and resource mobilization skills.
Experience from the medical field, or health or public health.
