ROLE PURPOSE: –The Director of Programme Development and Quality (DPDQ) will work closely with the Deputy Country Director of Programme Development and Quality (DCD-PDQ) in supporting the strategic direction and coordination of the Country Office programme and ensuring high quality programmes that deliver immediate and lasting change for children. In particular, the DPDQ will build high organisational technical competence and provision of quality leadership and technical assistance, and support the team in monitoring and assuring the quality of the implementation of those programmes through the provision of high-level technical assistance and leadership throughout the project cycle; capacity building to staff and partners;  and the systematic generation, dissemination and uptake of evidence and learning to inform project design and implementation, as well as advocacy efforts to shape wider policy and practice. S/he will also be actively involved in networking, collaboration and partnerships with relevant stakeholders in the country (Government ministries, UN agencies, INGOs and civil society organisations), as well as playing a leading role in establishing, maintaining and expanding donor relations to mobilise resources to in line with the sector’s strategic ambitions.

SCOPE OF ROLEReports to: DCD-PDQ

Dimensions: Save the Children works in almost all regions in Somalia/Somaliland with a current staff complement of approximately 650 staff and a current expenditure of approximately US$ 120 million each year.

Staff directly reporting to this post: Head of REALM, Head of Business Development and Partnership Advisor and Technical Specialists (TBC).

KEY AREAS OF ACCOUNTABILITY:As a member of the Senior Management Team, contribute to overall leadership of the Somalia/Somaliland Country Office, including:

  • Support the development of an organisational culture that reflects full spectrum programming, SC mandate and values – promotes accountability and high performance; encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors
  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to programme needs
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
  • Ensure the Somalia/Somaliland Country Office complies with all Save the Children Management Operating Standards, Standard Operating Procedures and Child Safeguarding and anti-harassment policies

Strategic Planning & Thought Leadership  

  • Provide strategic vision and direction to the Somalia Country Office to roll out global initiatives in Somalia aimed at delivering concrete results for the three organisational breakthroughs for children (Survive, Learn, Be Protected)
  • Take a lead role in designing, monitoring and reporting of the Country Offices strategic plans, annual plans and priorities, in particular ensuring coordination and incorporation of all technical inputs

·         Provide leadership and guidance for PDQ teams in driving the development and realisation of ambitious yet practical sector specific strategies and plans

·         Provide thought leadership and technical guidance to the Senior Management Team (SMT) and Program Development & Quality (PDQ) department on emerging trends and issues (eg climate change, urbanization, localization, humanitarian-development Nexus) to advance Save the Children’s relevance and impact in country and in the sector

Technical Excellence 

  • Ensure that the Somalia Country Office has a first class, multi-sectoral and dual mandate program reflecting all priority technical and sector aspects of the Save the Children global strategy

·         Lead and work together with the technical and nontechnical teams to ensure appropriate level and type of technical assistance and supportive supervision to Program Operations teams and partners, including training on appropriate approaches and methodologies; conceptual and practical frameworks; monitoring frameworks, standards and tools for effective and quality delivery of Child Poverty programmes.

·         Work with PDQ team to foster collaboration and coordination to advance and optimize programmatic integration to increase depth of impact for vulnerable children

  • Ensure that the Program Quality policy and principles (eg  child rights, scale, innovation/learning, partnerships, voice/participation, gender, resilience, safe programming) are incorporated throughout the project cycle
  • Works with Members and Regional Office to seek the involvement of member technical assistance, and ensure excellent coordination and cooperation with incoming technical advisors as well as surge teams during emergencies
  • Work closely with the Research, Evaluation, Accountability, Learning & Monitoring (REALM) team to lead and foster a culture in the technical and operations teams for the systematic collecting, documenting, dissemination and utilising of evidence, learning and best practices to drive quality and impact of programming and advocacy

Representation and Advocacy

·         Represent and position Save the Children Somalia programme in high-level and strategic internal and external fora, including influencing key stakeholders in Somalia eg donors, Government, UN agencies and NGOs

·         Identify and capitalise on key opportunities and events for Save the Children to showcase and position itself as the leading organisation in realising children’s rights in Somalia

Staff Management, Mentorship, and Development

·         Provide day-to-day direct line management of line managee (see above), including manage and define expectations and priorities; delegation of roles, responsibilities and tasks; provide guidance and support to the team as needed.

·         Lead, in coordination with HR, the recruitment of PDQ staff to build high organisational technical competence to provide quality technical assistance and leadership that is fit for purpose in line with an evolving portfolio

·         Undertake performance management, including setting of annual goals and quarterly deliverables, undertaking quarterly reviews, and provision of feedback to ensure delivery of results

  • Support professional development of direct line reports as appropriate, including the identification of development opportunities, such as coaching/training/stretch assignments to build and maintain

·         technical skills and competencies required for leading first class programmes

Other tasks as required

·         Act as DCD-PDQ whenever requested/required

·         As and when required, engage with and participate in relevant Groups and Committees set up to advance the work of Save the Children regionally and globally

QUALIFICATIONS AND EXPERIENCE 

  • Master’s degree in social sciences; economics; natural resource management or a related field
  • A minimum of 10 years’ management experience in an NGO environment, and experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, health and nutrition, FSL
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Ability and willingness to spend up to 30% of time in Somalia/Somaliland
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Fluency in written and spoken English Excellent knowledge of written and spoken English
