About Muslim Hands
Muslim Hands (MH Worldwide) is an international humanitarian organization that has been working in Somalia since 2011. Muslim Hands Somalia is committed to achieving its vision of caring the poor and the most vulnerable people in Somalia and other countries in the world where Muslim Hands works. Our goal is to provide vulnerable people with access to basic needs which include Livelihood support, Health care services, Water, Sanitation and Hygiene (WASH), Education and emergency programs.
About the role:
To achieve the country’s program ambitions outlined in the ADP and in line with MH CS-RCs, the program development officer will be responsible for managing the proposal development process and ensuring the final product is responsive, competitive, and timely. S/he will work closely with the colleagues across the country office but particularly with program staff, MEAL team and Country Director.
Successful candidate will have:
- Excellent experience in developing proposals.
- Good knowledge of data collection protocols and using M&E tools.
- Excellent oral and professional writing skills in English.
- Self-learning, problem solving skills and the ability to take initiative
Responsibilities
PROPOSAL DEVELOPMENT
- Develop high-quality programmatic concept notes and proposals, including drafting problem and context analyses, theories of change, narrative and budget elements, logic models, logical frameworks, risk registers, work plans and other relevant documents.
- Provide advice, technical guidance, and support country teams for the development of high-quality programmatic concept notes and proposals.
- Undertake quality and compliance reviews of concept notes and proposals with view to ensuring conformity with Muslim Hands guidance and templates on program design, theory of change and monitoring.
- Provide advice and technical support for the development of strategy documents, including regional, country and thematic strategies, promoting strong alignment with the organizational strategies and priorities.
PROGRAM MONITORING:
- Provide advice, technical guidance and support to country team for the development of Monitoring, Evaluation, Accountability and Learning (MEAL) plans, risk registers, annual work plans, data collection protocols and other monitoring tools, in alignment with the organizational results and resources frameworks.
- Provide technical guidance and support to country team, for conducting reflection exercises to enable iterative programming and evidence-based decision-making.
- Provide overall guidance on conducting needs assessment, pre/post case studies and program reporting to MH country staff.
CAPACITY DEVELOPMENT:
- Assist in strengthening the program development capacity program team and implementing through the design and delivery of dedicated activities (trainings, webinars, field missions etc.).
- Contribute to annual development plan
EDUCATION AND EXPERIENCE
- Graduate degree in Community Development, Development Studies or another related field is required. Professional and accredited qualification in project management in will be accepted lie of graduate studies.
- A minimum of 5 years of progressively responsible professional experience in international development with a focus on program development is required. Experience in emergency and humanitarian context is highly preferred.
- Experience with program design catering to program requirements of major donors is preferred.

EVALUATION CRITERIA
- Sound knowledge of program proposal design and budgeting process is required.
- Solid skills and experience in high quality proposal writing is MUST.
- Proven experience with standard program and data management tools, as well as results-based management, program design, monitoring and evaluation approaches
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
- Works well with others. Shares information, contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others.
- Contributes to a fair environment that fosters collaboration and cooperation.
- Takes initiative to share knowledge, experiences and information with others. Accepts and gives constructive feedback.
