Background
Rural Education and Agriculture Development Organization (READO) based in Somalia, and working with Humanitarian Aid, Agriculture/Food Security, and Livelihood on Building resilience, Education for Sustainable Development (Youth Employment and entrepreneurship program); over the nine seven years, READO has a built a strong experience in food security/livelihood support programs, Cash-based interventions, return and reintegration for durable solutions for refugees and IDPs, local governance capacity program, Youth Innovative programs and creating youth employment opportunities of business entrepreneurship program, Youth at Risk (Disarmament, Demobilization, and Reintegration) and reintegration, Vocational skills training (VST) for Youth IDPs in Somalia, Primary Education Package (PEP) in Education Sustainable Development for Rural and Urban Program.
Job Purpose
The Program Manager will oversee Organizational Management, Advocacy & Fundraising, Proposal Development, and project implementation framework and management and reporting lines, advisor and will undertake remote control and routine supervision of project activities and donor reporting requirements and support vulnerable populations through its Economic Recovery and Development (ERD) programming, as well as through protection and advocacy, Health and Nutrition in collaboration with UN and INGOs. Based in Baidoa/Mogadishu, the Grant and Partnership Manager will be Resource Mobilization Unit Grant and Partnership Manager and report to the Program Manager, PDM, and Executive Director. This position has supervisory responsibility and occasional travel to field sites. The Grant and Partnership Manager will work collaboratively with the Grants and Partnership Unit, with technical coordinators, monitoring and evaluation (M&E), and support Finance and Operations teams. The Grant Manager will primarily be responsible for Supporting the Program Manager, Head of Programs, Program Development Manager, and Project Manager in the development of proposals, including development and adherence to proposal development timelines, the creation and advancement of Portfolio Management records for proposal approval, and compilation of the overall proposal package. As required, they will be the focal point for in-country proposal development for proposal review and revision. In addition, the Grants Manager will coordinate and manage the grants reporting process in collaboration with the Grants Assistant and the Grants and Reporting Fellow. They will also contribute to overall grants management efforts and work to ensure adherence to donor regulations and compliance across grants and sites.
RESPONSIBILITIES
PROPOSAL DEVELOPMENT&PROGRAM LEAD.
- Responsible for project delivery, especially overseeing the completion and submission of project deliverables
- Manages internal communications and reporting, such as KPIs and Narrative project updates.
- Oversee program management and administration throughout the project.
- Ensure that program implementation is responsive to communities and partners and in accordance with READO’s relevant program guidelines, principles, value, quality standards, and strategic plan to ensure that implementation is completed on time, on budget, and with effective monitoring and evaluation system.
- Liaise with procurement, logistics, security, and operations.
- Build team capacity, better understand staff roles, and help with career development.
- Provide information, tools, and resources to team members to help them improve their performance and achieve their goals.
- Promote employee accountability by communicating expectations and providing constructive feedback.

- Maintain systems to ensure effective and transparent use of financial resources for timely and informative reporting in line with contract needs
- Represent READOs at the federal and state level and other relevant events.
- Assist with the development and implementation of the project monitoring and evaluation plan, as well as the timely submission of reports and other document requirements.
SKILLS AND QUALIFICATIONS
- Bachelor’s degree in social science, international development, disaster management, or a related field
- 8 years of management experience managing large portfolios.
- Extensive experience in program quality and MEAL, as well as program development
- Proven experience representing key stakeholders externally, including government authorities and clusters.
- Prior experience leading strategic programming and planning processes

GRANTS REPORTING
- Manage all internal and external program reporting, including coordinating inputs from the site, program, and M&E teams, to ensure high-quality, well-written, and timely reports are produced meeting donor and IRC requirements, with support from the Grants Coordinator and program managers/ coordinators.
- Supervise the Grants Assistant to ensure timely and accurate circulation of weekly/monthly reporting timelines on Mondays/first of the month and required report templates to the various program teams and M&E staff. Ensure adequate follow-up with the teams to ensure reporting schedules are met.
- Review the initial draft report once the program teams and M&E staff have compiled inputs; analyze content and data, proactively solicit feedback from program and M&E staff on content; and ensure revisions are managed promptly. Edit reports as needed.
- Ensure reports are disseminated for review by PMs, PDM, Executive Director, and technical and Operations Unit team sufficiently before the due date to obtain final approval before submission to the donor.
- Ensure grant report due dates and submission dates are kept accurately updated on Program Portfolio and upload final report submissions.
- Ensure all report submissions are filed in the Grants and Partnership Unit Tracking System.
- Development of Grant Portfolio tracking and grant report due dates and submission dates in the Grants and Partnership Unit’s Grants Tracking Sheet (GTS).
PROGRAM MEETINGS
- With the support of the Grants Assistant, ensure regular and timely scheduling, preparation, and facilitation of Project Cycle Meetings (PCM), including but not limited to project/grant opening and closing meetings, ad hoc grant implementation meetings, and budget versus actual (BVA) meetings. Ensure required representatives from each unit (Program teams, Operation and Finance, Supply Chain, HR, and Grants) are in attendance and that any needed pre-work is completed in advance of the meeting. Review and circulate meeting minutes, assign action items, and ensure timely follow-up of issues raised.
GENERAL PROGRAM MANAGEMENT/ADMINISTRATION
- Records Management: Support comprehensive information management and filing system to ensure all grant agreements, reports, critical correspondences, etc., are appropriately filed in up-to-date and consistent soft (Box) and hard (physical) files managed by the Grants and Partnership Unit.
- Capacity Building, ensure training is made available for program and operations staff at country office and field office levels on grants management-related issues, including grant report writing and donor compliance issues, as needed. Support Grants and Reporting Fellow to develop and provide such training.
- Grant Tracking System (GTS) is regularly updated as grants are awarded/modified/closed and ensure consistency, GTS includes detailed and summary grant information on open and closed grants, reporting schedules and submission dates, upcoming meetings, publications, and proposals in the pipeline.
- Portfolio and Grant Management System Set up: Ensure that each active grant has a current Items Forecast uploaded to the Integrated system as soon as the grant is initiated, the finance is issued, and the budget is uploaded to the system by the finance and updated as appropriate and uploaded to the Integra system on time.
- Communication and information management: Provide support, as required, in drafting donor correspondences and taking minutes during grants-led meetings, as well as bi-monthly Senior Management Team (SMT) meetings, and following up on action points, as required.
- Support other program initiatives/work streams/tasks as assigned.
HUMAN RESOURCES
- Provide technical backstopping for field-based grants officers/interns/fellows/volunteers.
- Support the program department in other recruitments, if requested.
- Orient Grants and Partnership Unit staff and relevant new staff of all departments to the Grants and Partnership Unit processes and donor requirements and work closely with all IRC departments and field sites.
REQUIRED QUALIFICATIONS
- University degree in international relations or another relevant field.
- Master’s degree desirable.
- Relevant Experience in Grant Management and Proposal Development
REQUIRED EXPERIENCE AND COMPETENCIES
- 5 to 8 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets), and donor reporting.
- Knowledge of UN (UNFPA/IOM), (IRC, BHA), and UK (FCDO) donor regulations, procedures, and requirements.
- Proven ability to develop winning proposals for public- and private-sector donors.
- Ability to work with tight deadlines for report writing/ information needs.
- Excellent written and spoken English essential.
- Excellent organizational skills, the ability to determine and juggle multiple priorities, and attention to detail are critical.
- Ability to work in a multicultural context as a flexible and respectful team player – patience, cultural sensitivity, and application of contextual understanding in day-to-day work is required.
- Willingness to travel to the field sites as needed.
- High-level knowledge and practice with Word, Excel, Outlook, etc., are required.
