Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

                    I.            Summary of position

The Programme Manager is responsible for the overall management of programmes in Hiraan region Somalia. The role will involve the day to day management of programmes including monitoring of programme activities, reporting, and logical and financial management; and external relations support and liaison with the local governmental and non-governmental stakeholders of Action Against Hunger.

Purpose

This post aims to identify and implement high-quality program activities which are appropriate and comprehensive, in conformity with the overarching strategy and the standards set internationally by Action  Against Hunger and by Somalia’s national policies.

Engagement

The Program Manager will engage with and oversee the work of ACF’s partner and ensure the programme is implemented as per the framework agreement.

Delivery

Lead the high-quality implementation of programme activities according to action against hunger strategies and approaches, and the programme plans; as well as ensure  compliance with donors’ requirements and regulations;

                  II.            Essential job duties:

Action Against Hunger Somalia is looking for suitable candidates to fill the position of Program Manager (PM). The position will be based in Beletweyne, Hiraan Region. The Program Manager reports hierarchically & technically to the Head of the Food Security, Livelihood, and Resilience Department.

The Program Manager’s responsibilities will include but are not limited to the    following:

Mission 1: Contribute to deliberations on strategy and the positioning of the FSL Department

  • An ongoing, systematic, and thorough analysis of the humanitarian situation and of the context of intervention in his/her field of activity;
  • Internal dissemination of information gathered and its analysis to the Field Coordinator and the HoD
  • Taking part in the determination of Action Against Hunger strategy in his/her area of activity and at the sub-national level
  • Setting up projects consistent with the Charter, the strategic framework, the policies of Action Against Hunger sectors, and Somalia’s national strategies;
  • Participating in the development of program priorities for the communities in  his/her area of activity
  • Promoting transversal integration of various sectors (FSL, WASH, Health &Nutrition, Education, and Protection ), in collaboration with the Field Coordinator

Mission 2: Identify needs and contribute to program elaboration

  • Identifying the humanitarian needs of the communities in his/her area of activity, this includes the submission  of reports pertaining to such matters including, where appropriate, target populations and local actors in the identification of needs and ways of  responding to the needs
  • Contributing to the writing of project proposals
  • Support  Action Against Hunger in needs assessment and studies for programme planning;

Mission 3: Set up, implement and report on FSL projects

  • Lead the high-quality implementation of programme activities according to action against hunger strategies and approaches, and the programme plans;
  • Take responsibility for programme  leadership and ensure  compliance with donors’ requirements and regulations;
  • Setting up of the program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of Action Against Hunger
  • The quality of the programs established in conformity with the technical and project management standards of Action Against Hunger
  • Identifying the technical constraints associated with the implementation of the projects and proposing innovative technical solutions in response to such constraints
  • The implementation of technical recommendations concerning his/her project as advised the Head of Department
  • Supervising programmes, by means of internal APR monitoring tools, a regular presence in the field, maintenance of a timeline, monthly review of the budget
  • Maintaining the profile of both the funding agency and Action Against Hunger on the project sites
  • Preparing in time to meet programme deadlines of external and internal reports relating to his/her projects
  • Identifying and implementing safety measures for both the teams and the wider population (building sites, community-based sites)
  • Ensure timely preparation of quality progress reports, situational reports and other required information as directed by the Head of FSL and Resilience Department;
  • Write and submit quality sector technical reports and donor reports to the Head of FSL and Resilience Department  in a timely manner;

Mission 4: Contribute to the quality, accountability and impact measurement process of his/her program

  • Conduct continuous monitoring of  programme activities in the implementation sites and prepare monitoring reports on accomplishments of planned activities and outputs targets as per the indicators in the programme framework;
  • Promoting and taking part in the evaluation of the impact of his/her project (external assessment)
  • Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
  • Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensure Action Against Hunger programmes in his/her area of responsibility are accountable to the local communities;
  • Work closely with the M&E department to monitor program activities, and document learnings;
  • Ensure that relevant stakeholders have a clear understanding of Action Against Hunger charter, background, program objectives and activities in the field;

Mission 5: Participate in the coordination, representation and partnerships of Action Against Hunger in his/her intervention

  • Coordination of activities with other sectors and departments of Action Against Hunger in order to ensure rational use of resources and optimum integration
  • Represent Action Against Hunger in  interagency coordination meetings;
  • Representing Action Against Hunger and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator
  • Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc)
  • Reinforcing the FSL capabilities of partners

Mission 6: Supervise and manage the team

  • Supervise/provide support to field programme officers and partners

Mission 7: Contributing to capitalization and technical development in his/her sector

  • Capitalization of program-related data and documentation of the innovations achieved
  • Dissemination of the technical and operational expertise acquired in the course of the program

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

                VI.            Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international official matters. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and outside weather conditions, as well as infectious diseases

Skills and Qualifications

  VIII.            Required Qualifications

  • Bachelor’s degree in food security, Agricultural economics, Economics, Agribusiness Management, Food Policy and Applied food science, Veterinary Sciences, Development Studies or related courses.
  • At least 3 years experience in managing food security, livelihood, and resilience programmes preferably in Somalia.
  • Good technical knowledge of food security, livelihood, and resilience domain.
  • Sound analytical and technical competence in the subject matter of food security and livelihoods
  • Excellent interpersonal skills, ability to work both independently with little or no day-to-day supervision and as a member of a team
  • Good written and verbal English communication skills in English.
  •  Capacity to represent Action against hunger in various fora.
  • Computer literacy and skills in the use of basic Microsoft packages.
  • Willingness to work under pressure and extra hours
  • Experience working in fast-paced humanitarian programming in Somalia
  • Good facilitation, analytical, planning, and report writing skills; demonstrate good planning, organizational and research/analytical skills
  • Good interpersonal skills
  • Must be able to work within a team
  • Excellent oral and written English and Somali language skills
  • Ability to use standard computing, packages (word, excel, outlook, power point, internet etc.)
  • Good knowledge and experience in management.
