Terms of Reference – Program Manager
The Somali Midwifery Association (SOMA) is a professional association, with a board of directors and volunteer staff, who have considerable expertise in running the association and working with civil society and health personnel. SOMA is an independent, non – profit association dedicated to realizing maternal health system transformation from grass – roots level to a greater health care service. Its main mission is to advocate for all – round, quality, midwifery led maternal health care for Somali mothers to contribute to reduction of maternal mortality rate in the country.

Job Summary
Somali Midwifery Association wishes to recruit an Association Program Manager to provide technical support to the Somali Midwifery Association (SOMA) through onsite training and remote mentoring. The consultancy will focus on the following areas: 1) Association Strengthening 2) Advocacy, Leadership, and Governance 3) Membership Engagement
The Program Manager will collaborate closely with the SOMA Executive Director to coordinate activities to promote strengthening of the association to ensure high standards of midwifery practice, research and advocacy on key priority issues, liaising with relevant stakeholders (Government line ministries, United Nations Agencies and Partner Associations). More specifically, the Program Manager is responsible for enhancing the governance fiscal, leadership systems of the association as well as the technical capacity to execute its mandate. They will support in designing and executing organizational strategies to achieve the goals and objectives of the Somali Midwifery Association. The Program Manager will work towards advising on policy and recommending solutions to address emerging trends and issues, overseeing and monitoring all programming aspects of SOMA’s work as a professional association representing Somali Midwives.
Location: Mogadishu, Somalia
Primary Duties and Responsibilities
Association Strengthening
- Facilitate the association in conducting a participatory self-assessment to map out capacity support areas.
- Provide guidance in strategic planning to outline the association’s key priorities and sustainability plan.
- Provide support in strengthening internal structures including ensuring secretariats / structures at different levels are functional.
- Provide capacity building for the association structures in leadership, program and financial management, accountability, fundraising, advocacy.
Program Oversight
- Provide program strategic guidance and technical accompaniment in program implementation in diverse areas (capacity building for members, regulation of training and registration, advocacy etc.)
- Mentor SOMA leadership on association building, engaging members
- Lead in representing SOMA and communicating its work to diverse stakeholders to mobilize for support for the association’s programs.
- Liaise with partners, stakeholders and donors to ensure the effective and efficient ongoing delivery of the association Program, as needed and in collaboration with program staff.
- Mentor SOMA in research project to generate evidence base for the association’s work
- Work closely with the SOMA Chairperson to ensure the smooth implementation of SOMA projects.
- Lead in reporting and communicating SOMA’s achievements externally
- Participate in SOMA management meetings and activities as needed
Skills and Qualifications
- University degree (minimally a Bachelor, ideally a Masters) in midwifery, international development, public administration, business, or other related discipline.
- Minimum 7 to 10 years’ experience working in international development ideally with experience in East or the Horn of Africa.
- Demonstrated experience working in maternal, newborn and child health/reproductive and sexual health and rights initiatives and/or global health.
- Advanced knowledge of results-based management tools and approaches, and experience with integration of program learning, and ability to feed into logic models as they are being developed.
- Expert knowledge of program management and program management development strategies.
- Experience in supporting professional associations
- Highly diplomatic and able to work with and mobilize diverse stakeholders to achieve strategic outcomes
- Experience managing and/or coordinating a project team.
- Strong computer skills; experience using Microsoft apps and virtual collaboration tools, including proficiency using Microsoft Excel.
- Advanced writing skills with the ability to contribute to proposals, and develop reports, policies and manuals.
- Excellent verbal and interpersonal communication skills.
- Ability to operate independently and utilize strong decision-making skills.
- High degree of resourcefulness, flexibility, and adaptability.
- Highly organized, attention to detail and excellent follow-through required.
- Ability to work under tight deadlines while producing high quality work.
- Willingness to travel up to 20% of the time in hardship locations.
Additional Assets
- Knowledge of client groups and/or issues related to the program area, including gender equality, violence against women, reproductive rights and midwifery.
- Strong links with international, regional and national networks on gender equality and women’s rights.
- Experience in research and research collaborations.
- Experience with government relations.
- Experience in monitoring and evaluation.
- Language proficiency in Somali and Arabic
- Working Conditions & Location
- SOMA’s head office is located in Mogadishu, Somalia. This position is can either be performed from SOMA’s office in Mogadishu, or SOMA regional offices, Somalia
- Must be available to travel internationally as required.
- 1-year contract (1 Oct 2022-30 sept 2023)
