Position Status: Full-time
PROGRAM/DEPARTMENT SUMMARY:
The reintegration education program (REITEG), under the IRE IV Program is to support Somali refugees willing to return from Kenya to Somalia, through ensuring their means of livelihood, productive assets as well as safe and dignity return to Country of Origin. All over the country – Somalia, there are 3 Way Stations in Luuq managed by DRC, in Baidoa managed by SWSS and in Kimayu, Dhobley and Afmadow way stations managed by Mercy Corps. Each of the 3 Centers has a capacity to host 1000 people, except Kismayu Way Station, which has been expanded in September 2016 and has the capacity to host 1500 people. The Way Stations were prepared to provide basic assistance, protection, and provision of return assistance package to any voluntary returnee. The project supports the returnees/IDPs, Yemenis and asylum seekers school going children through the provision of school fees, scholastic material, and other education packages. This is to ensure the venerable children are avpe to access free schools in the return area of Mogadishu, Kismayo, Baidoa, Dollow and Afmadow Districts-South Central Somalia.
General Position Summary:
The Education program Officer is overall responsible for the day today implementation of the planned activity components in the IRE IV Program in Jubaland region – Kismayu. The education program Officer will work closely both with management and support staff (including finance, administration, and program) in Kismayu and other Mercy Corps field offices to ensure the day-to-day activities are implemented according to schedule, budget and required quality. The Officer Program Officer will have to coordinate closely with the clusters including Education, Food security, WASH, CCCM and Protection. Similarly, the Officer Project Officer must closely coordinate with the Local Administration, the IDP and host community leaders, and other key project stakeholders to achieve the program goals and ensure that all activities to be implemented on demand-driven; and communities mobilized in a participatory way. He/she will have to show full adherence to Mercy Corps procedures, policy, and security protocols.
Essential Job Responsibilities
- Conduct periodic need assessment and prepare activity papers and documentations
- Maintain close working relationship with local authorities, INGOs and Local NGOs
- Foster a collaborative team atmosphere which engages the stakeholder.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not to jeopardize its humanitarian mission
- Adhere to MC policies, tools, handbooks, and guidelines
- Assist with the implementation of the Education Reintegration Project and other program portfolios according to plan of action
- Prepare and develop status reports as required by management and supervisor in duty station
- Ensure proper filing of documents
- Representations at cluster meetings at the field level.
- Promote and share ideas for improvement of the program unit
- Field data information and data collection to inform project design and planning
- Support the implementation of the registration and enrollment of school going children of returnees, IDPs and the vulnerable host community.
- Enrollment and verification of returnees, Yemeni and Asylum seekers students in Mogadishu district.
- Conduct joint monitoring with UNHCR and MoE staffs on Monthly basis and share the report with the program team lead and M&E for review.
- Document good practices and lessons, testimonies, and stories for program learning from field visits, surveys and assessments that have been done
- Compile all program related documentations for Banadir region is required from time to time
- Perform any other assigned duty by Mercy Corps Somalia.
Security
- Ensure compliance with security procedures and policies as determined by country
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Reporting:
Reports Directly To: Program Team Lead
Works Directly with: All Somalia staff
Knowledge and Experience
- Degree/Diploma in Education or other relevant field required.
- At least 2 years’ experience in similar capacity with INGOs.
- Strong organizational skills
- Excellent in Communication and Report writing skills.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Knowledge in Computer skills
