Context
The position of Programme Analyst is to be used in the UN WOMEN Somalia country office. The position fulfils a critical role in the Somalia Country Office as it enters the preparation of the new Country Programme 2026 – 2030. The volunteer will be contributing to the overall office objectives by supporting implementation of programmes in the country office. This includes working with teams to identify bottlenecks to implementation of programmes, troubleshooting those bottlenecks in collaboration with Country office and Regional Office teams to ensure smooth and timely implementation of programmes including UN Joint Programmes. The incumbent will support resource mobilization as well as knowledge management, and monitoring and reporting.
Task description
Under the direct supervision of Country Programme Manager, and Secondary Reporting to the Deputy Regional Director, the UN Youth Volunteer will undertake the following tasks:
1. Contribute technically to the development of programme strategies within the Country Programme
- Provide technical inputs to the design and formulation of programme/ project proposals and initia-tives within the country programme (including Women’s Economic Empowerment, Elimination of Violence Against Women, Women Peace and Security, Women’s Participation and Leadership in Governance, Gender Statistics and Women in Humanitarian Settings.
2. Provide technical support to the implementation and management of the Somalia pro-gramme
- Provide inputs to the annual workplan and budget as required;
- Coordinate and monitor the implementation of programme activities;
- Coordinate the call/request for proposals, including the organization of technical review commit-tees, and capacity assessment of partners;
- Review and coordinate the submission of implementing partner financial and narrative reports;
- Train partners on Results Based Management.
3. Provide technical assistance and capacity development support to project/programme partners
- Provide technical support to and technically oversee the implementation of programme activities with partners;
- Identify opportunities for capacity building of partners and coordinate and facilitate technical/ pro-gramming support and trainings to partners as needed.
4. Provide technical inputs to the monitoring and reporting of the programme/project
- Monitor progress on programme activity, results and indicators;
- Monitor the implementation of proposals by responsible partners;
- Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
5. Provide technical inputs to the management of people and finances of Somalia programme
- Monitor budget implementation and programme activity expenditures and perform budget revi-sions when required;
- Provide inputs to financial reports;
- Support the work of the Somalia operations team and liaise with the RO operations team as needed.
6. Contribute to building partnerships and resource mobilization strategies
- Provide inputs to resource mobilization strategies; analyze and maintain information and data-bases;
- Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
7. Provide technical inputs to inter-agency coordination on Somalia Programme to achieve coherence and alignment of UN Women programmes with other partners in the country
- Provide technical support to the Country Programme Manager on inter-agency coordination relat-ed activities by providing inputs to background reports and briefs.
8. Provide inputs to advocacy, knowledge building and communication efforts
- Provide technical inputs to background documents, briefs and presentations related to Somalia Programme;
- Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
- Provide inputs to the development of knowledge management products on the Somalia Office’s programmes.
9. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation

This assignment is funded by the Government of Switzerland and therefore specific criteria apply:
- Candidates must be Swiss nationals.
