Organizational Setting
The Position:

The Programme Analyst, Gender provides programmatic, technical support and coordination to ensure effective programming for a comprehensive multi-sectorial survivor-centered prevention and response to Gender equality and Gender-Based Violence (GBV), whilst working with a host of other UN sister

Main Tasks & Responsibilities
Job Purpose:

Under the overall guidance of the UNFPA Representative of the Somalia Office, direct supervision of the Head of Office, Hargeisa Field office and the technical supervision of the  Programme Specialist, GBV Coordinator for Somalia CO, the Programme Analyst – Gender provides programmatic and technical support and coordination to ensure strong partnership and collaboration with the UN as well as national/international counterparts in a comprehensive multi-sectorial survivor-centered prevention and response to Gender-Based Violence (GBV) programming. This response includes close cooperation with health, psycho-social, protection and legal sectors to ensure that survivor’s needs are met. UNFPA is the Lead on the GBV Sub-Cluster, and the Coordinator for the GBV Capacity Development programme, which the incumbent will assist in coordination. The GBV Specialist supervises national partners and assist in building their capacity to address programmatic and technical needs of UNFPA programme.

You would be responsible for: 

  • Programme Management and Coordination:
  • Take overall responsibility for managing the Gender and GBV development programmes; GBV coordination, prevention, response and mitigation programmes of UNFPA within the Somalia humanitarian response
  • Keep abreast with UNFPA global and internationally research and agreed norms, standards, and innovations in advancing gender equality and women’s empowerment in Somalia
  • Identify and actively participate in technical discussions from national, regional and international communities of practice;
  • Advocate for the UNFPA gender equality and GBV strategies to be mainstreamed in national development documents.
  • Establish and maintain good working relationships with partner agencies and civil society organizations involved in and supporting the gender and women empowerment and GBV reduction initiatives;
  • Mapping and engaging with stakeholders and potential donors in the field of gender and women’s empowerment;
  • Coordinate with other UNFPA Programme units ensuring the required synergy and linkage of the different project components to achieve UNFPA Country Programme Results;
  • Ensure the timely development and implementation of evidence and results-based annual work plans (AWPs) with Implementing Partners of UNFPA;
  • Be accountable for financial resources allocated to the gender and GBV programmes; carry out budget projections, closely monitor expenditures, conduct regular budget reviews and analyze related financial reports; ensure proper compliance with UNFPA norms and procedures for the utilization of funds;
  • Prepare procurement plans where required, with distribution lists of equipment and supplies, and make the necessary follow-up to facilitate timely and efficient delivery.
  • Technical Assistance (TA) coordination and technical backstopping:
  •  Liaise with relevant Government institutions and Implementing Partners to assess, identify technical assistance (TA) needs, and facilitate capacity building in close collaboration with UNFPA SRHR and Youth teams as pertinent;
  • Identify, document, and disseminate lessons learned and best practices related to UNFPA Somalia’s programming in Gender and GBV;
  1. Monitoring, Evaluation, Model building, Scale-up, and Reporting: 
  • Take overall responsibility for monitoring and supervision of the programme planned activities in order to identify best practices as well as constraints/implementation bottlenecks to inform follow-up actions;
  • Undertake regular field visits to monitor the quality and timely implementation of program activities, as well as arranges periodic program review with counterparts and other partners;
  • Ensures that routine data/information are collected and analyzed with the engagement of adolescents and young people;
  • Ensures timely and quality reporting requirements both financial and programmatic are met.
  • Carrying out any other relevant activities/responsibilities as assigned by the Head of Office Hargeisa and the Representative

  • Enhanced ability of UNFPA Somalia to fulfil its mission to achieve sustainable, locally owned, and concrete results solutions and establish clear linkages between the realization of SRHR and the empowerment of women and adolescent girls and ultimately the reaping of the demographic dividend;
  • Documented track record of UNFPA’s performance on strategic and technical issues related to gender equality and women empowerment;
  • Identify, document, and disseminate lessons learned and best practices related to UNFPA Somalia’s programming in Gender and GBV;

B. Key Outcome

  • Enhanced visibility of UNFPA as a trusted partner within the UN system and in the context of international development and humanitarian context to promote social, political, and economic activity and changes in behaviours, social attitudes, beliefs, harmful social norms and actions by communities, individuals and society;

C. Key Outcome

  • Liaise with relevant Government institutions and Implementing Partners to assess, identify technical assistance (TA) needs, and facilitate capacity building in close collaboration with UNFPA SHR and Youth teams as pertinent;

Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience
Education:  

Masters Degree with 1 (one) year relevant experience in law, social sciences, human rights or gender and development studies, or any other related social science

Or;

A Bachelor’s Degree (in the above disciplines) with 3 (three) years’ experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience: 

  • Masters Degree holders are expected to have at least one year’s relevant experience while Bachelor’s Degree holders are expected to have at least 3 years relevant experience in the areas of Gender.
  • Demonstrable professional experience in development work.
  • Substantive knowledge and proven practical experience in programming on cross cutting issues, sexual and reproductive health, and gender programming.
  • Demonstrate experiences in working with government partners.
  • Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of Reproductive Health programme.UN common system experience, especially field experience, is desirable.

Languages: 

Solid command of spoken and written English and Somali language.
