CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Working under the mentorship and supervision of the Nutrition Officer, the program assistant will directly be responsible to handle the receipt, storage, dispatch, distribution monitoring, documentation, accounting and reporting of commodities (Food and NFI) for the nutrition program. In liaison with the nutrition officers take lead in commodity management for all the nutrition program commodities, nutrition surveillance, nutrition education & counselling and promotion of maternal infant and young child nutrition in Hiran state, Somalia.

Reports to: Nutrition Officer.

Role dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

 Key Area of accountability:

·         To ensure that the Community Management of Acute Malnutrition (CMAM) program is functioning properly, providing care of quality to all the beneficiaries, respecting protocols, and principles of good practice.

·         Program Responsibilities: Protocol, Procedure, and Referrals.

·         Ensure quality of services at the stabilization centre.

·         Plan and organize Outpatient Therapeutic Program (OTP)/ Supplementary Feeding Program (SFP) at designated distribution sites in liaison with the Nutrition Program Manager;

·         Ensure adequate triage / that new arrivals are seen as a priority;

·         Ensure cases not meeting admission criteria return home as early as possible and ensure the parent/caregiver understands why their child is not admitted;

·         Ensure that appropriate referrals take place to and from the OTP/SFP;

·         Work with the Infant and Young Child Feeding (IYCF) Counselor to ensure that CMAM beneficiaries are referred to IYCF services when required;

·         Ensure comprehensive health checks and treatment according to the agreed protocols;

·         Liaise with the Community Outreach/Nutrition Workers to provide effective follow-up of all cases – and particularly ensure the prompt tracing of children who are absent from the program;

·         Request specific children to be followed up as required (newly enrolled children, sick children, long-stay children, children not gaining weight, children with social problems etc.);

·         Respect the dignity of the beneficiaries, carers and members of the community;

·         Mentoring, guiding and conducting on job trainings, to all nutrition staff.

Reporting:

·         Review the forms completed by staff to ensure completion, accuracy and coherence;

·         Submit a daily tally of the OTP/SFP statistics;

·         Submit a weekly and monthly reports of statistics for each site (one form per site per week);

·         Report any progress and any problems in a timely manner.

·         With support M & E when needed within the Nutrition Activities, ensuring this links to reporting requirements.

·         Developing, recording/imaging, and preparation of Case studies under corrections and collaboration with NDPM.

·         Contribute to data collection, nutrition surveys, campaigns, and monitoring which is implemented in the Mahas district.

Team Supervision, Management and Capacity Building:

·         Supervise the activities of the  SC and OTP/SFP team at the distribution point;

·         Work closely with the teams to ensure all children are measured correctly and treated;

·         Undertake individual evaluations with the team;

Supplies and Logistics:

·         Organize the advance preparation of outgoing deliveries for health facilities, field offices and/or other destinations to be ready for shipment at the required time.

·         Assign storage locations for all goods received and ensure that they are handled as per Save the Children procedures of safety, security, accountability, and transparency.

·         Issue/distribute materials, products, parts, and supplies to field staff, based on Save the Children standard requisition procedures.

·         Ensure the stores are kept in a good reparative order, are kept locked and are clean and tidy.

·         Track all commodities from point of origin to destination, counting all commodities received and comparing counts to waybills and other legal documents.

·         Ability to prepare timely, concise food requests (SFP, OTP, and BSFP) and CP reports in line with donor format.

·         Ensure file claims for loss or damages, detailing such losses and verifying their disposal according to the procedures or expectations of the donor and IRC management.

·         Ensure accurate management of all food distribution points (FDP) in the project sites and nutrition programming to ensure safe, orderly, clean and vermin-free storage.

·         Ensure inventory control is maintained and conduct at least biweekly physical inventories to ensure that losses are controlled in storage.

·         Ensure that distribution plans are prepared to ensure the timely delivery of the required commodities at each distribution site.

·         Ensure complete lists of all program beneficiaries, including types, quantities and dates of entitlements received and reconciled with original consignments are accurately maintained.

·         Ensure that distributions have occurred in accordance with the intentions of the donor and save the children process and procedures.

·        Produce required weekly, biweekly, monthly commodity reports for submission to WFP and being available to prepare additional reports as requested by the Deputy program manager-Nutrition
