Organizational Background

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The World Food Programme Somalia activities include relief assistance, safety-net support including school feeding, nutrition programmes and livelihood support through provision of in-kind and cash-based transfers and capacity strengthening.

This position is open to qualified Somali candidates. Female candidates in particular, are encouraged to apply.

Duties and Responsibilities

  1. Ensure that the SNLR geographical and beneficiary targeting criteria is discussed with all stakeholders, and is adhered to during the selection processes
  2. Follow up with partners to ensure that the set targets for the SNLR are achieved within the set timelines
  3. Provide registration support to partners, and provide on job training whenever needed
  4. Crosscheck the SCOPE registration data by CPs to ensure it is in line with the SNLR established data requirements before enrolments into SCOPE. Follow up with CP where necessary to make any corrections accordingly
  5. Enrol the selected/registered households’ data into SCOPE SNLR “cash” interventions
  6. Share the enrolled data with TMT for deduplication analysis, further data quality checks and phone number validation.
  7. Share TMT feedback with CP and guide CP accordingly to make any revisions for uncleared HH as advised by TMT. Follow up with CP to ensure that these revisions are done timely
  8. Suspend from the SCOPE cash intervention, any HH not cleared by TMT due to not meeting all data requirements for SNLR
  9. Receive from TMT, phone number validation results for the cleared HH, and share with CP those not validated, for sim card equipping.
  10. Coordinate with CP and FSP at field level to ensure that those HH in need of Sim equipping are supported timely to ensure timely assistance as per the agreed SNLR timelines
  11. Keep records of all sim card equipping and share with supervisor, CO social protection and TMT Focal Points on a weekly basis
  12. Create Distribution lists in SCOPE for the enrolled HH, as guided by TMT. Follow up with all necessary units at AO level to ensure Payment lists are approved timely as per the SNLR transfer timelines
  13. Receive the transfer reports for TMT and share with CPs accordingly. Follow up for any needed resolutions e.g.for beneficiaries with ‘locked’ accounts to facilitate 100% success for all the transfers
  14. Perform accurate, timely recording of data for SNLR and update AO management and Country Office Social Protection Unit accordingly.
  15. Participate in weekly meetings with CPs and Social Protection Units to provide updates and discuss any challenges and agree on way forward.
  16.  Perform any other duties as requested by supervisor

Minimum Qualifications

Education: Completion of secondary School Education. A post – secondary certificate in one or more of the following disciplines: Development Studies, International Affairs, Economics, Social Sciences, or any other field relevant to International development Assistance is desirable.Experience:One or more years’ experience in cash-based programme implementation and monitoring

Language: Fluency in oral and written communication in Somali and English.

Knowledge & Skills:   

  • Knowledge and experience in delivery of cash-based interventions;
  • Ability to write quality reports and policy documents;
  • Ability to work independently with minimum supervision;
  • Knowledge and experience of the use of SCOPE is desirable
  • Understanding of mobile money transfer programming in humanitarian context is desirable
  • Ability and willingness of frequent travel and stay in the field (Somalia)
  • Experience in collaborating across functional units and externally with cooperating partner entities;
  • Experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems;
  • General knowledge of UN system policies, rules, regulations and procedures governing area of work.
