WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.
Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s joint food systems project, working with smallholder farmers on improving agricultural value chains, with a focus on reducing post-harvest loss (PHL) and improving market linkages. Responsibilities include technical work including the planning, implementation and coordination of project specific activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices.
KEY ACCOUNTABILITIES
1. Lead the development and update of gender and protection strategies, action plans, positioning papers and work plans under the CSP, in coordination with Activity managers and other Units where required ;
2. Lead the implementation of the WFP Gender Policy and ensure that the project goals, objectives, processes and activities are gender sensitive and meet the needs and priorities of women, men, girls and boys of all diversities.
3. Ensure systematic gender analysis and provide policy advice on specific gender issues that impact on WFP humanitarian operations.
4. Lead and regularly update context and protection risk analysis and diversity mapping and Provide technical advice to Heads of Area Offices and Programmes on Protection and Gender-related cases including those identified through WFP feedback mechanisms and monitoring systems;
5. Advise the country office and cooperating partners on implementation of mitigating measures in operations and appropriate adjustments to ensure inclusion of most vulnerable and at-risk categories
6. Support the country office, Areas Offices, and cooperating partners to integrate gender and protection in assessments, monitoring, evaluation, and reporting tool ensuring beneficiaries’ Protection needs are identified and addressed, including matters related to Community Engagement, AAP, Age, Gender and Disability
7. Contribute to the design and implementation of approaches related to information provision, community consultation, feedback, and complaints mechanisms
8. Develop and implement a capacity building strategy on gender, protection, inclusion and community engagement for cooperating partners and WFP staff;
9. Identify and develop or support partners driven operational research and evidence building opportunities on issues relevant to food assistance, Protection, and Gender
10. Strengthen WFP workforce and partners’ gender analysis capacities to improve their ability in gender mainstreaming throughout project cycle.
11. Establish working relationships with relevant local and regional non-state actors, key domestic political and civil state actors, academic institutions, human rights organizations, UN, development and donor partners to coordinate and enhance principled humanitarian protection and gender impact.
12. Support the development of relationships with protection mandated agencies and inter-agency for a to strengthen coordination and advancement of gender, protection and accountability to affected populations as related to food and nutrition security.
13. Promote partnership with and cross-learning from cooperating partners on integrating protection in food security activities
14. Other duties as required
Skills and Qualifications
Education: Advanced university degree in one of the following disciplines: social sciences, gender, international development, human rights, development economics or related field. Or First-level university degree with additional years of experience
Experience:
At least 6 years of postgraduate progressively responsible professional experience in international humanitarian, development work or other related fields, with a specific focus on gender and protection;
Experience in designing and conducting gender and protection assessments and trainings across various food security and nutrition programmatic areas;
Experience of working in Somalia and/or similar complex political and humanitarian contexts;
Experience analyzing data and information to develop recommendations for improved programming and accountability;
Knowledge and Skills:
• In-depth knowledge of gender and protection in humanitarian and development settings, gender-based violence, humanitarian policy issues and linkages with food security and nutrition.
• Solid analytical skills, including gender and protection analysis.
• Solid communication skills, including the ability to effectively communicate through multiple mediums (e.g. policy, advocacy messaging, reporting, training)
• Sound knowledge and skills in adult learning.
• Team spirit and excellent interpersonal relations.
• Knowledge of the UN system, including gender-related mandates is an asset.
Language: English proficiency
