Background and Purpose of the Assignment
The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
Food insecurity across Somalia has persisted due to recurrent shocks experienced by the country adversely impacting the vulnerable population of internally displaced persons, rural populations and urban poor. The challenges of rebuilding infrastructure, providing basic services, promoting social cohesion, creating jobs, and progressing towards gender equality whilst maintaining security have impeded the country’s efforts to make progress on the Sustainable Development Goals, including SDG 2: Zero Hunger.
To support the country to achieve Zero Hunger, WFP aligned the Country Strategy Plan (CSP 2022-2025) to encompass lessons learned from WFP programming and reflected the feedback gathered across Somalia during stakeholder consultations. This was an essential step to ensure that the CSP was closely aligned with the Somalia National Development Plan 9 and regional development plans as well as the humanitarian and recovery priorities for food security and nutrition set out in the humanitarian response plan and the drought impact needs assessment for Somalia.
WFP Somalia’s four-year Country Strategic Plan 2022-2025 focuses on a strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of nutrition, safety nets, food systems, capacity strengthening and partnerships, and developing these within the context of chronic drought and frequent climate and conflict-related shocks. WFP Somalia is providing food and cash-based assistance to more than 6 million vulnerable Somalis yearly and is working in this endeavour with over 100 Cooperating Partners in the country.
Position Overview
The Head of NGO Partnerships overall responsibilities will include Programme Partnership Management (contracting of Cooperating Partners through Field Level Agreements and related extensions and amendments; Letters of Understanding with government partners; risk management and due diligence processes; strategic engagement with partners); planning and timely disbursement of resources to partners; and programme data management.
The incumbent will lead a growing team providing technical support, oversight, compliance, and information management, on Cooperating Partners operational and strategic engagement to effectively meet food assistance needs and contribute to policy formulation. Recent events have called for a global process to re-assure our donors of the functioning of our systems and processes with a focus on risk management, and Cooperating Partner management is an important element of our re-assurance approach. The NGO partnership Officer will report to the deputy head of programme.
What will you do?
- Lead the management/oversight of programme partnerships, contracting of Cooperating Partners (CPs) and contracts and agreements with government and UN to UN agreements, in line with WFP corporate policies and guidelines.
- Provide technical and operational support to Area Offices on implementing the WFP NGO Corporate Guidance across the entire Cooperating Partners (CPs) programme cycle, with consideration of risk management.
- In collaboration with other CO units, develop a technical and operational support approach across the CP management cycle.
- Provide guidance on Field Level Agreement (FLA) management, including budget negotiations, data entry, distribution reports and invoice management.
- Manage the commitment of resources for Field level agreements (FLAs) and agreements with government.
- Support Area Offices to address oversight, spot check, and audit recommendations.
- Identify, develop strategic partnerships with NGOs and other partners for the expansion of WFP programmatic objectives and successful implementation ofthe localization agenda.
- Implement the Cooperating Partners strategy, including the cooperating partner’s capacity strengthening and development.
- Lead the management/oversight of programme data to ensure a reinforced and centralized data management function that supports the country office with reliable, accessible and up-to-date operational information for reporting and communication needs:
- Coordinate the planning and accurate/timely recording of the WFP Somalia country office plan (NeedsBased Plan and Budget Revisions) in WFP corporate systems.
- Oversee timely completion of partnership agreements, distribution reports in line with WFP procedures.
- In close collaboration with RBN support the rollout of corporate CP management tools such as Partner Connect
- Oversee recording of quarterly beneficiary reports on the internal data system. o Contribute to the country office’s Annual Country Report (ACR)
o Oversee or support the routine production of internal and external reports.
- Develop and carry out functional training for area office and country office staff, cooperating partners, and technical teams, in collaboration with functional units to enhance capacity to design and deliver effective food assistance programmes.
- Contribute to country office emergency preparedness actions and support quick response and contingency planning to respond to humanitarian crises and needs.
- Manage, motivate, and develop a diverse technical team to enable high performance and results.
- Contribute to the country office reassurance exercise.
- Any other duty as required.
Do you meet the minimum requirements?
- University degree in Management, Finance, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to the position, or diploma with additional years of related work experience and/or training/courses.
- At least 6 years of relevant experience undertaking similar activities with programme budget management, food distributions and partnerships. Additional experience with an NGO is desired.
- Direct relevant experience in operations management activities at the country office/field offices.
- This position is based in Mogadishu, Somalia. Travel will be required, across Somalia.
Knowledge & skills
- Ability to develop monitoring systems.
- Knowledge of partnership principles.
- Experience in capacity building of partners and developing training materials.
- Experience in knowledge management initiatives.
- Experience or familiarity with partner management and oversight guidance.
Language
International Professional: Fluency (level C) in the English language.
