Job Description

KEY ACCOUNTABILITIES

1. Contribute to the design and implementation of the WFP Somalia integrated strategy on climate smart food systems (SO3) in close collaboration with the Food Systems team, Gender and Protection team, Area Offices, Field Offices and other teams

2. Contribute to the development of appropriate and diversified livelihood projects, plans and processes that meet the varied needs of women, men, youth across urban and rural areas, in alignment with the SO3 strategy and wider programme policies and guidelines

3. Mainstream gender and protection throughout project design and implementation processes as well as training to WFP staff and partners, and ensure all projects consider the needs and priorities of diversified groups through separate dedicated activities within the same target communities

4. Provide livelihood project management support to Area Offices and Field Offices and ensure continuous follow-up to enable high performance, with regular travel to the field to support programme implementation and monitoring

5. Provide technical engineering advice to partners for the implementation of Food Assistance for Assets projects at the Country office and Area Offices, in coordination with the Engineering Unit and livelihood teams, applying best practices, standards, and innovative technologies that comply with WFP standards and processes, and serving as the technical liaison between Programme and Engineering Unit for clearance of Food Assistance for Assets projects

6. Contribute to data gathering and monitoring systems for livelihoods programmes and activities, ensuring that rigorous quality standards are maintained

7. Contribute to preparation of accurate and timely reports on livelihoods programmes and activities, and to proposal development for additional funding and expansion of the portfolio

8. Liaise with government officials and cooperating partners to enable effective collaboration, monitor ongoing projects and highlight potential risks to project delivery

9. Contribute to the identification, development and management of new strategic partnerships with UN agencies, NGOs, government counterparts and private sector actors

10. Build technical capacity of WFP staff, partners and national government using relevant technical training curricula, including Community Based Participatory Planning approaches

11. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries

12. Support processes for Accountability to Affected Populations, including provision of information, consultation and complaints and feedback related to livelihoods programmes and activities.

13. Contribute to the development of the livelihoods and resilience learning agendas, ensuring lessons are generated, success stories highlighted, and outcomes and impacts documented

14. Perform other duties as required

Skills and Qualifications

Education: Advanced university degree in Civil Engineering, Agriculture Engineering, Agronomy, Economics, Environmental science or other field relevant to international development assistance. Or, first-level university degree with additional years of related work experience and/or training courses

Experience: 

Minimum of three years of progressive postgraduate professional work experience.

Language: Fluency  in English language. Somali Mother tongue

Knowledge and Skills

  • Solid knowledge of humanitarian work, standards, and principles
  • Very good understanding of livelihood and related interventions
  • Experience working in fragile context and or emergency settings
  • Excellent communication skills, both oral and in writing
  • Solid analytical skills and capacity to synthesize complex information
  • Ability to plan and coordinate
  • Ability to work and deliver quality inputs under pressure
  • Experience of managing community projects, particularly water harvesting, natural resource management, small business development and capacity building

TERMS AND CONDITIONS

Contract Duration: 1 year (Renewable)
