WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.
Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s joint food systems project, working with smallholder farmers on improving agricultural value chains, with a focus on reducing post-harvest loss (PHL) and improving market linkages. Responsibilities include technical work including the planning, implementation and coordination of project specific activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices.

KEY ACCOUNTABILITIES

1- Support WFP Area Offices (AOs) to plan and deliver transfers through the SCOPE platform for targeted beneficiaries.

2- Provide effective support to AOs in SCOPE related activities to strengthen planning and timely implementation of both Cash Based Transfers (CBT) and In- kind programming through SCOPE;

3- Ensure that transfers and related processes within Somalia Country Office are managed according to WFP corporate guidelines, standards and procedures;

4- Liaise with different WFP units (Programme, Procurement, Administration, Finance, Logistics, ICT and Security) to ensure coordinated design and implementation of cash, voucher and in-kind food transfers

5-  Liaise with M&E Unit and Communication focal points, analyse feedback from beneficiaries, and provide appropriate responses.

6- Contribute to the preparation of accurate reporting on transfers through SCOPE and activities that enable informed decision making and consistency of information and assist in compiling monthly statistics, required data and figures extracted from SCOPE;

7- Perform other related duties as required and assigned

MINIMUM QUALIFICATIONS

Education: Advanced university degree in in economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance. Or, first level university degree with additional years of related work experience

Experience: 

6 years of post graduate, progressively responsible, job related professional experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions..

Knowledge and Skills

Demonstrated excellence in liaising with donors and establishing innovative partnerships.

Knowledge and experience in cash-based interventions and SCOPE is highly desirable.

Proven professional experience in the related fields with ability to work independently on technical matters with minimum supervision.

General knowledge of UN system policies, rules, regulations and procedures governing administration:

Excellent writing and communication skills in English:

Ability to produce excellent quality document and reports and policy documents.

Ability to work under stress and achieve results under very tight deadlines.

Experience in working with other UN agencies and partners in issues of hunger, malnutrition and food-based programs and capacity development.

Experience in organizing workshops with government agencies and partners at national and sub national levels.

Language: English proficiency

TERMS AND CONDITIONS

Contract Duration: 11 months
