Organizational Setting

This position is based in Mogadishu.

Reporting Lines

The Programme Specialist (Partnerships) will be under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Head of Strategy and Resource Mobilization and in close collaboration with the Head of Programme and FAO Somalia technical teams,

Technical Focus

The Program Specialist will work as a member of the Strategy and Resource Mobilization team and will contribute to the development and strengthening of partnerships with all current and potential resource partners.

Tasks and Responsibilities

• Formulate and initiate the implementation of a Partnership Strategy to accompany FAO Somalia’s Country Programming Framework and contribute to the achievement of FAO’s objectives within the UNSDCF;
• Identify and map strategic partnership opportunities within the somali private sector, academia as well as with other UN Agencies, NGOs and Civil Society Organizations;
• Create a verified database of potential partners and an actionable plan to support the implementation of the Partnership Strategy;
• Support the development of project/programme documents in close consultation with FAO Somalia’s technical teams including liaising with relevant regional and HQ units for technical input and clearance;
• Formulate programme frameworks and proposals under the Joint Resilience Approach as well as exploring other UN Agency partnerships to promote integrated approaches to emergency and resilience programming;
• Keep abreast of resource partner priorities and ensure regular and effective engagement of resource partners on FAO’s resilience programme, in conjunction with project and technical leads;
• Distil and share key project information to contribute to briefs and other strategic information products with a focus on FAO Somalia’s resilience programme;
• Prepare joint appeals documents, briefs and advocacy papers to raise awareness on developing issues in Somalia and represent FAO in relevant meetings and discussion fora;
• Initiate and facilitate the drafting of project/programme reports (including contributions to UN Joint Programme reports) using the appropriate donor-specified or corporate templates;
• Provide support to the functions of the SRMU including communications, resource mobilization and reporting as required;
• Supervise the Local Partnerships and Capacity Development Assistant (when recruited); and,
• Perform other duties as required.


Minimum Requirements• University degree in international relations, social sciences, economics, agricultural sciences or any other discipline relevant to the work of the organization. Higher degree will be an advantage.
• At least one year of relevant experience in public and/or private sectors in the field of resource mobilization and partnership building.
• Working knowledge of English, French or Spanish; and limited knowledge of one of the other two or Arabic, Chinese or Russian.

Technical/Functional Skills

• Extent and relevance of experience in conducting negotiations within an international context ( EC, IFIs, bilateral resource partners, UN agencies, multilateral organizations or international NGOs)
• Demonstrated experience in developing productive relationships with resource partners (be they governments, foundations, private sector entities, IFIs, multilateral organizations such as EU or other UN agencies)
• Familiarity with FAO areas of work (agricultural development, food security, nutrition, climate change etc.)
• Demonstrated capacity to work under stringent time pressure and prioritise tasks
• Strong interpersonal skills to relate with a wide range of internal and external stakeholders
