Description of NAGAAD
NAGAAD Network is a voluntary network bringing together 45 women and children’s organizations in Somaliland. Founded in 1997, it was formed to serve as a collective voice for women and children wishing to see their rights as equal citizens respected in Somaliland. Its activities focus on women’s education, economic empowerment, and participation in decision making, reproductive rights and well-being, through advocacy, networking, capacity building, training and research.
Duties and Responsibilities:
Under the overall guidance of the Executive Director, Program Coordinator shall perform the following tasks and responsibilities:-
A. Programs Implementation:
- Ensure that projects are implemented in accordance with the work plans and the involvement of partners and concerned stakeholders at all levels
- Support project teams in preparing plans for implementing project activities and ensure coordination within and among projects and partners.
- Provide support to project managers and project officers and ensure that they apply appropriate project implementation strategies and approaches as indicated in the project documents
- Ensure that NAGAAD Network implement project activities in a most efficient, effective and sustainable manner
- Provide qualitative management and technical leadership in introducing and/or strengthening NAGAAD’s programmes in Somaliland.
- Ensure that sound project program monitoring and evaluation system tools are developed and applied and thereby ensure that individual project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate.
- Ensure the participation of women and children/target groups in the project management cycle based on CRP principles and approaches
- Organize regular project review meetings involving all stakeholders and partners in Somaliland and ensure that planning/implementation of projects are informed by the outcomesofthereviews.Thisincludesregularsteeringcommitteemeetings and following up of agreed action points between NAGAAD and partners.
- Ensure that in coordination with M&E team good practices and lessons are documented and shared internally and externally as appropriate.
B. Report Preparation and Submission
- Ensure timely project monitoring reports are produced and shared with NAGAAD programme implementation staff ,M&E Manager and partners for action
- Ensure that NAGAAD Project Managers and Project Officers submit timely and adequate project technical and financial reports as per the reporting requirements
- Provide technical support to Project Managers and Project Officers in order for them to prepare and submit required reports
- Prepare timely and high quality project progress and completion reports that meet partner/donor requirements
C. People Management, Mentoring and Development
- Ensure that all NAGAAD programs team understand and are able to adapt their roles in both emergency and development contexts
- Manage the program team; define expectations, provide leadership and support as needed
- Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff
- Incorporate staff development strategies and Performance Management Systems into team building process
- Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent service for our members and donors.
D. Budget Holding/Management
- Act as primary budget holder of all projects/programmes in Somaliland
- Take part in preparation of all project/programme budgets
- Prepare programme cash flows and manage programme budget as per NAGAAD’s minimum standards and donors’ requirements
- Monitor programme budget utilization (budget/expenditure) against programme implementation progress and propose necessary adjustments and/or actions
PERSON SPECIFICATION
Knowledge and Experience:
- A high level of understanding of project cycle management approaches, project appraisal, monitoring and evaluation and partners’ capacity
- Considerable experience in budgeting/financial procedures, and writing management and financial reports to
- Proven ability to motivate, provide technical support and guidance to a diverse team of staff and
- Good knowledge and understanding of key aspects of development work; community care, behavioral change, advocacy, women political participation and Women economic Empowerment through VSLAs/SHGs.
- Skills in training/facilitation of development processes, including mobilisation of communities and networking among different development partners such as community-based organizations and government officers.
- Commitment to international and humanitarian NGO codes, standards and practices.
- High level of integrity and high standards of personal
Qualification and other Requirements:
- Master’s degree in Social science, economics, project management, community development, law or related area of studies and a good overview of Somaliland;
- A minimum of five years relevant program experience supporting on women’s empowerment, GBV, governance and women’s political participation etc.
- Fluency in English and Somali;
- Good command in written and spoken English essential;
- Good communication skills, written and oral;
- Enthusiasm to learn and apply new skills;
- Good interpersonal and team-working skills;
- Ability to work under pressure;
- Experience of working on in eastern regions of Somaliland;
- A willingness to promote Nagaad’s work and develop NGO collaborative work.
